The crisis affecting this region's coastal and marine areas requires an urgent and resolute response from the global community. This report details the challenges facing coastal and marine environments in Sub-Saharan Africa. It describes the World Bank's strategy for supporting sustainable development in the sector, while stressing an integrated approach to coastal management in Sub-Saharan Africa, which will be strategic in design, with both traditional investments in fisheries, or coastal biodiversity, and creative interventions for making large-scale investments in infrastructure, or water "coastal friendly", to avert impacts, while bringing tangible benefits to coastal populations, and ecosystems.

Available in PDF, EPUB and Kindle. Book excerpt: The blue economy, comprising coastal and marine resources, offers vast benefits for sub-Saharan Africa: of the 53 countries and territories in the region, 32 are coastal states; there are 13 million sq km of maritime zones; more than 90% of the region’s exports and imports come by sea; and the African Union hails the blue economy as the ‘new frontier of African renaissance’. Despite their importance, the region’s coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa’s potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. All too often, short-term gains are made at the expense of the long term (overfishing, for example). This book provides, for the first time, a study of the constraints and opportunities the blue economy offers for sub-Saharan Africa. It includes an introduction and overview; sectoral analyses (including tourism, fisheries, mineral resources, culture, shipping and maritime safety); country case studies; and analyses of regional and international efforts towards better coastal zone and marine management.

Easy to read, this lucid and accessible textbook includes fifteen chapters that cover a full range of conservation topics, including threats to biodiversity, environmental laws, and protected areas management, as well as related topics such as sustainability, poverty, and human-wildlife conflict. This rich resource also includes a background discussion of what conservation biology is, a wide range of theoretical approaches to the subject, and concrete examples of conservation practice in specific African contexts. Strategies are outlined to protect biodiversity whilst promoting economic development in the region. Boxes covering specific themes written by scientists who live and work throughout the region are included in each chapter, together with recommended readings and suggested discussion topics. Each chapter also includes an extensive bibliography. Conservation Biology in Sub-Saharan Africa provides the most up-to-date study in the field. Book excerpt: This comprehensive handbook, prepared by leading ocean policy academics and practitioners from around the world, presents in-depth analyses of the experiences of fifteen developed and developing nations and four key regions of the world that have taken concrete steps toward cross-cutting and integrated national and regional ocean policy. All chapters follow a common framework for policy analysis. While most coastal nations of the world already have a variety of sectoral policies in place to manage different uses of the ocean (such as shipping, fishing, oil and gas development), in the last two decades, the coastal nations covered in the book have undertaken concerted efforts to articulate and implement an integrated, ecosystem-based vision for the governance of ocean areas under their jurisdiction. This includes goals and procedures to harmonize existing uses and laws, to foster sustainable development of ocean areas, to protect biodiversity and vulnerable resources and ecosystems, and to coordinate the actions of the many government agencies that are typically involved in oceans affairs. The book highlights the serious conflicts of use in most national ocean zones and the varying attempts by nations to follow the prescriptions emanating from the 1982 UN Law of the Sea Convention and the outcomes of the 1992, 2002, and 2012 sustainable development summits. The interrelationship among uses and processes in the coast and ocean requires that ocean governance be integrated, precautionary, and anticipatory. Overall, the book provides a definitive state-of-the-art review and analysis of national and regional ocean policies around the world.

Book excerpt: Protection and sound management of coastal and marine areas are acknowledged as important mechanisms for alleviating poverty in the developing tropics. Tanzania has had considerable practical experience with a diversity of models that rely on private sector partnerships, community co-management regimes, and government-led initiatives for marine protection. 'Blueprint 2050' outlines a vision of what a protected area system could look like in 50 years. It draws on state-of-the-art ecosystem, socioeconomic, financial, and institutional background studies to paint a picture that emphasizes community-based adaptive co-management within a flexible system of eight protected area networks, one of which is the Exclusive Economic Zone. 'Blueprint 2050 is an impressive piece of professional work which addresses the plight of the many communities whose livelihoods depend on Tanzania's marine resources. Environmental conservation, sustainability, efficiency, good governance, and a pro-poor policy stance come out as key issues in pursuit of Tanzania's millennium development goals by these communities.' -- Hon Raphael OS Mollel, Senior Permanent Secretary Vice President's Office, United Republic of Tanzania 'It is my sincere hope that Blueprint 2050 will serve the intended purpose of promoting the devlopment of marine protected areas based on our current policies and legislation.' -- Hon Madam Rahma M Mshangama, Principal Secretary Ministry of Agriculture Natural Resources, Environment and Co-operatives (MANREC), Zanzibar

Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

However, difficult goals of eliminating poverty, achieving equity and overcoming environmental threats continue. This much-needed and insightful textbook has been written to help us understand this combination of emerging improvements and significant challenges. Opening with an analysis of the main theories relating to development in Sub-Saharan Africa, the book explores all the key issues, including: Human development; Rapid urbanization; Structural and gender dimensions; Sustainable development and environmental issues; and Africa’s role in the world economy. The authors use economic tools and concepts throughout, in a way that makes them accessible to students without an economics background. Readers are also aided by a wide range of case studies, on-the-ground examples and statistical information, which provide a detailed analysis of each topic. This text is also accompanied by an e-resource, featuring additional sources for students and instructors. African Economic Development is a clear and comprehensive textbook suitable for courses on African economic development, development economics, African studies and development studies.
