Book excerpt: A notable characteristic of the 1970s and 1980s has been the high variability of international interest rates, primary commodity prices, and major currency exchange rates. Quite apart from the effects on industrial countries, such international price variability presents a particular problem for indebted developing countries because it is essentially “beyond their control.”

They provide a hedge against profit fluctuations caused by changes in interest rates, exchange rates, and commodity prices. This easy-to-use guide examines the risk management tools developing countries have used successfully, including futures, options, forward contracts, commodity swaps, commodity bonds, commodity linked loans, currency rate swaps, and interest rate swaps. An action plan explains how to use the techniques wisely to avoid costly mistakes. It also describes the economic management and financial regulations countries must have in place before adopting any risk management techniques.

Book excerpt: This paper reviews the current state of affairs and thinking on external risk management for developing countries. It tries to identify the reasons behind the limited risk management by sovereigns. Perverse incentives arising from a too generous international safety net, limited access to international financial markets by developing countries arising from low creditworthiness, a limited supply of financial risk management tools suited to developing countries, and a poor supply of skills have inhibited risk management. Another constraint has been the limited attention given to the strategic objectives for risk management. Going forward, the paper identifies actions by international financial markets, countries and international financial institutions that can help improve risk management.

Available in PDF, EPUB and Kindle. Book excerpt: The history of debt relief goes back several decades. It reveals that a country s accumulation of unsustainable debt stems from such factors as deficiencies in macroeconomic management, adverse terms-of-trade shocks, and poor governance. Debt-relief initiatives have provided debt-burdened countries with the opportunity for a fresh start, but whether the benefits of debt relief can be preserved depends on transformations in a country s policies and institutions. In 1996, the Heavily Indebted Poor Countries (HIPC) Initiative was launched as the first comprehensive, multilateral, debt-relief framework for low-income countries. In 2005, the Multilateral Debt Relief Initiative was established, which increased the level of debt relief provided to HIPCs. As of early 2009, assistance through these two initiatives had been committed to 35 countries and amounted to US$117 billion in nominal terms, or half of the 2007 GDP of these countries. 'Debt Relief and Beyond' assesses the implications of debt relief for low-income countries and how its benefits can be preserved and used to fight poverty. The chapter authors bring unique operational experience to their examination of debt relief, debt sustainability, and debt management. Several key questions are addressed, including, what consequences does debt relief have for poverty-reducing expenditures, growth, and access to finance? Can debt relief guarantee debt sustainability? How can debt management at all levels of government be improved? What lessons can be learned from countries that have experienced debt restructuring? Finally, this book provides sound empirical evidence using current econometric techniques.

Book excerpt: This paper considers the use of risk management techniques and instruments by firms in developing countries. Increased financial market volatility in recent years has led to the development of a number of new financial instruments for managing the risks associated with specific transactions. In most developing countries, however, firms face substantial obstacles to using these instruments. Despite that, developing country managers are becoming more and more aware of the need to manage risk. In many cases, they have turned to the International Finance Companies as a source of information on risk management and for assistance in accessing new risk management instruments. In addition to the financial risks that often accompany transactions, many firms in developing countries suffer from exposure to other economic risks, especially the risk of long-runovervaluation/undervaluation of their local currency. This type of exposure is more difficult to measure and manage than purely transactional exposures, but can have very significant effects oncompetitiveness. Unlike the management of transaction exposure, which most often involves use of financial instruments, management of economic exposure requires operational and marketing strategies in order to be effective.

Available in PDF, EPUB and Kindle. Book excerpt: There are substantial opportunities and risks in establishing a successful business in developing countries. Financial and economic risks of doing business with developing countries, manifested in World Debt Crisis, require careful examination before a business venture is attempted. The book provides thorough historical information about LDCs' economies and causes of their indebtedness. The most recent data regarding economic performance, indebtedness, and infrastructure, of LDCs are presented as well. The book should prove useful to those considering business in developing countries and to scholars studying economic development and international business and finance. Written without an extensive use of sophisticated models and jargon, the book is accessible to both academic and nonacademic readers. The book consists of four parts. The first part focuses on defining LDCs and analyzing their stages of economic development. The second part presents two background chapters to aid the reader to put LDCs into an economic and historical context. Part III examines the World Debt Crisis and its effects on developing countries and implications for business in these countries. The final part of the book develops a strategic planning model to assist businesses in deciding whether to do business in indebted LDCs and once the decision is made to guide implementation of business plans. Infrastructure is critical to the success of prospective business enterprise. An appendix presents the most recent and detailed information about infrastructure in LDCs along with an index developed to serve as a quantitative guide to the availability of infrastructure. The book also contains appendices that present detailed data on relevant financial and economic variables in developing countries and an annotated bibliography.

Available in PDF, EPUB and Kindle. Book excerpt: The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.
