Book excerpt: For most of US history, most of America’s Latino population has lived in nine states—California, Arizona, New Mexico, Colorado, Texas, Illinois, Florida, New Jersey, and New York. It follows that most education research that considered the experiences of Latino families with US schools came from these same states. But in the last 30 years Latinos have been resettling across the US, attending schools, and creating new patterns of inter-ethnic interaction in educational settings. Much of this interaction with this New Latino Diaspora has been initially tentative and improvisational, but too often it has left intact the patterns of lower educational success that have prevailed in the traditional Latino diaspora. Revisiting Education in the New Latino Diaspora is an extensive update, with all new material, of the groundbreaking volume Education in the New Latino Diaspora (Ablex Publishing) that these same editors produced in 2002. This volume consciously includes a number of junior scholars (e.g., C. Book excerpt: Offering a high-quality education to English language learners (ELLs) is a challenge in schools across the United States. Yet, few studies have been conducted to investigate high school English as a second language (ESL) programs. This study provides insights into how a Kansas urban high school ESL program promotes access to the curriculum for ELLs by providing for their social, affective, linguistic, and academic needs. The purpose of this dissertation is to use the premise of educational equity and Catherine Walsh's (1991) educational needs for ELL school success to explore how structural components of the ESL program in this study promote the access of ELLs to the curriculum. This study offers (1) insights into how urban school districts with high ELL populations might address the issue of access to the curriculum, (2) insights into various perceptions of participant groups-administrators, teachers, and students, and (3) insights into how ESL program components address the educational needs for ELLs to gain access to the curriculum. More specifically, this study emphasizes the following four structural components of the ESL program: (1) student placement, (2) sheltered content courses, (3) teaming, and (4) Spanish for native speakers courses. These structural components are used as a lens to view how social, affective, linguistic, and academic needs of ELLs are addressed. Although the results of this study cannot be generalized to other schools or districts, this study may help other districts, schools, and individual teachers make informed decisions. By demonstrating how four structural ESL program components meet the needs of ELLs in a high school setting, other educators might replicate components on their journey for educational equity within their own venues.

Book excerpt: Romania’s income per capita has increased from 26 percent of the EU-28 average in 2000 to 63 percent in 2017, but this economic success rests on the wobbly foundations of unfavorable demographics, weak human capital, and ineffective institutions. Going forward, stronger competition and better human capital are critical to increasing the economy’s growth potential. Romanian manufacturing ï¬?rms are exposed to domestic and international competition, ensuring the flow of resources and market shares to more efï¬?cient players. This has not been the case for services, where anticompetitive regulations and direct state control often limit efï¬?ciency gains. Romanian state-owned enterprises do not compete on an equal footing with private sector ï¬?rms, distorting market outcomes and hampering the efï¬?cient allocation of resources. Removal of these restrictions would have a signiï¬?cant positive impact on GDP growth. Competitively neutral policies are needed to ensure that all enterprises, public or private, domestic or foreign, face the same set of rules. Romania’s human capital accumulation--proxied by the World Bank’s Human Capital Index (HCI)--is the lowest in the European Union and varies widely across counties. Disparities in education outcomes remain relevant across and within regions of Romania. Learning gaps in primary and secondary education persist. These can be seen clearly between urban and rural areas, across regions, and across social groups, requiring changes both at the systems level and at the learning-center level. In the labor market, the automation of production processes has started driving demand for higher levels of cognitive skills, while jobs involving the routine application of procedural knowledge are shrinking in number. A paradigm shift would require reforms in primary and secondary schooling, in addition to more targeted actions, to establish an effective skills development system to bolster human capital.
