Book excerpt: This synthesis study is intended to provide a review of current airport and agency [primarily the U.S. Forest Service (USFS)] practices, policies, and procedures at airports called upon to support aerial wildland firefighting suppression efforts. Information used in this study was acquired through a review of the literature and interviews with ten airport operators (representing 13 airports), two commercial helicopter operators, and one regional fire center manager to gather insights on the current state of airport practices that support aerial wildland firefighting suppression efforts. The interviews followed a series of questions in areas such as community and economic matters, contracts, operations, and general business practices. While the interviews were structured, the interviewees were encouraged to freely discuss matters related to the topic of the study and to offer information on the subject that they believed was important--

Book excerpt: In response to the 2002 fire season's fatal aircraft accidents, the USDA Forest Service and USDI Bureau of Land Management (BLM) jointly established an independent, five member Blue Ribbon Commission (the panel - Appendix A) to identify essential information for planning a safe and effective future aviation program. On August 15, 2002, the Chief of the Forest Service and Director of the BLM asked the panel to identify weaknesses and fail points in the current aviation program, focusing on safety, operational effectiveness, costs, sustainability, and strategic guidance. Assuming an integrated approach, the agencies tasked the panel to address these five areas as they relate to the operation and supervision of air tankers, lead planes and air supervision modules, helicopters, and air attack platforms (Appendix B). Within a 90-day period, the panel held town hall meetings in Atlanta, Portland, Salt Lake City, Denver, Albuquerque, and Sacramento, soliciting comments and ideas from those with an interest in the federal firefighting aviation program. The Federal Aviation Administration, National Transportation Safety Board, California Department of Forestry and Fire Protection, and Canadian and United States air tanker operators, Conair and Aerounion, respectively, also provided special briefings to the panel. Verbal and written remarks were received from aerial firefighting-industry officials, air tanker contractors, aircraft manufacturers, fixed-wing and helicopter pilots, private-sector consultants, and concerned people. In addition, the panel heard commentary from representatives of state and federal agencies responsible for fighting wildland fires. The massive amount of material and brief time for analysis forced the panel to address, for the most part, only major considerations. Possibly the single largest challenge now facing leaders of these federal agencies is to foster cooperation and collaboration among working-level staffs, contractors, and states to raise the standards of aerial wildland firefighting in the United States. This report presents eight key findings, which the panel believes are critical for planning a safe and effective future firefighting aviation program. The panel relied significantly on the knowledge, experience, and judgment of its members to develop its findings, which are strong inferences rather than deduced certainties. The panel's mandate was to identify problems, not advocate solutions or make recommendations.

Book excerpt: Practical Airport Operations, Safety, and Emergency Management: Protocols for Today and the Future focuses on the airport itself, not the aircraft, manufacturers, designers, or even the pilots. The book explores the safety of what's been called ‘the most expensive piece of pavement in any city’— the facility that operates, maintains, and ensures the safety of millions of air passengers every year. The book is organized into three helpful sections, each focusing on one of the sectors described in the title. Section One: Airport Safety, explores the airport environment, then delves into safety management systems. Section Two: Airport Operations, continues the conversation on safety management systems before outlining airside and landside operations in depth, while Section Three: Airport Emergency Management, is a careful, detailed exploration of the topic, ending with a chapter on the operational challenges airport operations managers can expect to face in the future. Written by trusted experts in the field, users will find this book to be a vital resource that provides airport operations managers and students with the information, protocols, and strategies they need to meet the unique challenges associated with running an airport. Addresses the four areas of airport management: safety, operations, emergency management, and future challenges together in one book Written by leading professionals in the field with extensive training, teaching, and practical experience in airport operations Includes section on future challenges, including spaceport, unmanned aerial vehicles, and integrated incident command Ancillary materials for readers to reinforce concepts and instructors teaching operations courses Focuses on the topics of safety, operations, emergency management, and what personnel and students studying the topic can expect to face in the future
