This book was released on 1988 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: How does the excessive bureaucratization of central planning affect politics in communist countries? Mark Beissinger suggests an answer through this history of the Soviet Scientific Management movement and its contemporary descendants, raising at the same time broader questions about the political consequences of economic systems. Beissinger traces the rise and decline of administrative strategies throughout Soviet history, focusing on the roles of managerial technique and disciplinary coercion. He argues that over-bureaucratization leads to a succession of national crises of effectiveness, which political leaders use to challenge the power of entrenched elites and to consolidate their rule. It also encourages leaders to resort to radical administrative strategies--technocratic utopias, mass mobilization, and discipline campaigns--and gives rise to a cycling syndrome, as similar problems and solutions reappear over time. Beissinger gives a new perspective and interpretation of Soviet history through the prism of organizational theory. He also provides a comprehensive history of the Soviet rationalization movement from Lenin to Gorbachev that describes the recurring attractions and tensions between politicians and management experts, as well as the reception accorded Western management techniques in the Soviet factory and management-training classroom. Beissinger uses a number of unusual sources: the personal archive of Aleksei Gastev, the foremost Soviet Taylorist of the 1920s; published Soviet archival documents; unpublished Soviet government documents and dissertations on management science and executive training; interviews with Soviet management scientists; and the author's personal observations of managers attending a three-month executive training program in the Soviet Union. Beissinger's skillful handling of this singular material will attract the attention of political scientists, historians, and economists, especially those working in Soviet studies.

Book excerpt: This book is the result of extensive studies by the authors in the fields of research in. and analysis and design of. the system of management of production organizations under a socialist econ omy. The management of the national economy in the USSR is developed on a planned basis. This work is part of the general state-sponsored strategy of economic development which is dis cussed and laid down by the Congresses of the CPSU (Communist Party of the Soviet Union) and is then translated into concrete decisions of the government and other bodies of economic and regional management. The general policies on management improvement are closely scrutinized by these bodies. the leaders of the Party and the State. and the Soviet press. In the recent years this work has acquired special importance. The party and economic management of all levels. scientists. and experts are faced with the task of introducing. in a short period of time. radical changes in the plan ning and operating. creating thereby a holistic management sys tem based on scientific recommendations and effective practical experience.

Available in PDF, EPUB and Kindle. Book excerpt: Most books ongmate as essays of limited scope or as doctoral dissertations whose findings await a receptive audience. Although this study passed through both these metamorphoses, it owes its birth to a mere coincidence. As a graduate student in the Political Science Department of The Hebrew University and a junior research fellow at the university's Soviet and East European Research Centre, I was responsible for documenting pronouncements relevant to the USSR's Middle Eastern policy that appeared in the CPSU organ Pravda. Within a few months I was assigned the task of analyzing excerpts from the Trade Union's organ Trud, only to discover that the two newspapers adopted diametrically differing attitudes toward some crucial issues. Trained as I was to view the Soviet system as a totalitarian, cohesive entity and the Russian media as a centrally controlled, monolithic means of mass manipulation, I was rather bewildered by my findings. An attempt to assess and rationalize this empirical reality resulted in two essays, each dedicated to the analysis of a policy group as represented by the press organ officially declared to be its platform. Special thanks are due to Professor Roger Kanet of the University of Illinois, editor of the journal Soviet Union, and to the editorial board of Soviet Studies, whose valuable suggestions and probing queries helped transform these crude attempts at systematic analysis into publishable papers, unwittingly laying the foundation for a doctoral thesis and, subsequently, for this book.

Available in PDF, EPUB and Kindle. Book excerpt: Blending first hand accounts of grassroots politics with an original theory of social relations under communism, this 1997 book seeks to explain one of the seminal events of this century: the rebirth of politics in Russia amid the collapse of the USSR. The authors trace the process from the pre-political period of dissident activity, through perestroika and the appearance of political groups and publications, elections, the formation of political parties and mass movements, counter-revolution and coup d'état, the victory of democratic forces and the organization of a Russian state; to the struggle of power in the post-communist epoch, the violent end of the first republic and the contentious relations engulfing its successor. By focusing on the popular forces which accomplished Russia's political rebirth, rather than the reforms of the Soviet establishment, this book offers an original perspective on this critical period.

It argues that the term was employed to both disguise and signal officials’ efforts to lead the party and analyzes how it affected ideological education and the administration of the Soviet economy.
