Book excerpt: A new approach to fuel cycle uncertainty analysis and optimization is presented that combines reactor physics information, spent fuel management, and economic forecasting, which may be used to investigate effects of decisions in the design of advanced nuclear fuel cycles. The Matlab-based simulation includes isotopic mass and integral decay heat data produced by reactor physics codes in the SCALE package (SAS2, ORIGEN-ARP, and ORIGEN-S). Reactor physics data for Light Water Reactor (LWR), and metal- and oxide-fueled Liquid Metal-cooled Fast Burner Reactor (LMFBR) designs are stored in databases that the code uses as needed. Detailed models of the once through and hybrid LWR-LMFBR fuel cycles have been developed for repository decay heat analysis, determination of levelized unit electric cost (LUEC), and reprocessing of spent fuel into fast reactor fuel or targets as a means of isotopic inventory minimization. The models may be run for single estimates based on best estimates of model parameters as either a Monte Carlo uncertainty analysis or as an optimization using Genetic Algorithms (GA). Results from the LUEC calculations show the once through cycle has a bus bar cost of about $19.0mills/kWh (excluding repository and interim storage costs), and the hybrid cycle has a bus bar cost of about $26.5mills/kWh. Implementation of the hybrid cycle compared to the closed once through cycle yields an effective repository mass capacity increase by a percentage of about 30% to 60% through full reprocessing of LWR spent fuel compared to original mass definitions of the Yucca Mountain repository. The GA optimization routine allows the user to define any one of the variables present in the output structure as the fitness parameter; thus, optimization of any calculated value is possible, including economic cost, isotopic inventory, or required repository capacity. Optimization of the once through cycle with respect to LUEC gives a result of $19.2 mills/kWh when burn up approaches the upper limit of 60 GWd/t and delay time spent fuel cools after discharge approaches 200 years (including repository and interim storage costs).

Book excerpt: This Alternative Fuel Cycle Evaluation Program (AFCEP) study presents the technical, economic and social aspects of the International Fuel Service Center (IFSC) as an institutional approach to nuclear fuel cycle development and is provided in support of the Nonproliferation Alternative Systems Assessment program (NASAP). Four types of IFSCs are described and evaluated in terms of three different twenty-year nuclear growth scenarios. Capital costs for each IFSC and comparable dispersed facility costs are discussed. Finally, the possible impact of each scenario and IFSC on the environmental and socio-economic structure is examined. 14 refs., 33 figs., 15 tabs.

This book was released on 2022-11-26 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transportation is the largest source of greenhouse gas emissions in the United States, with petroleum accounting for 90 percent of transportation fuels. Policymakers encounter a range of questions as they consider low-carbon fuel standards to reduce emissions, including total emissions released from production to use of a fuel or the potential consequences of a policy. Life-cycle assessment is an essential tool for addressing these questions. This report provides researchers and practitioners with a toolkit for applying life-cycle assessment to estimate greenhouse gas emissions, including identification of the best approach to use for a stated policy goal, how to reduce uncertainty and variability through verification and certification, and the core assumptions that can be applied to various fuel types. Policymakers should still use a tailored approach for each fuel type, given that petroleum-based ground, air, and marine transportation fuels necessitate different considerations than alternative fuels including biofuels, hydrogen, and electricity. Ultimately, life-cycle assessments should clearly document what assumptions and methods are used to ensure transparency.

Book excerpt: For a century, almost all light-duty vehicles (LDVs) have been powered by internal combustion engines operating on petroleum fuels. Energy security concerns about petroleum imports and the effect of greenhouse gas (GHG) emissions on global climate are driving interest in alternatives. Transitions to Alternative Vehicles and Fuels assesses the potential for reducing petroleum consumption and GHG emissions by 80 percent across the U.S. LDV fleet by 2050, relative to 2005. This report examines the current capability and estimated future performance and costs for each vehicle type and non-petroleum-based fuel technology as options that could significantly contribute to these goals. By analyzing scenarios that combine various fuel and vehicle pathways, the report also identifies barriers to implementation of these technologies and suggests policies to achieve the desired reductions. Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.

Book excerpt: In the context of conducting research on the consequences of scientific and tech nological advance, the Europaische Akademie is also concerned with the support of scientists in the doctoral or post-doctoral phase who are working on topics or methods within its research spectrum. The first dissertation supported by the Europaische Akademie is published in this volume of the book series "Wissen schaftsethik und Technikfolgenbeurteilung". One of the research areas of the Europaische Akademie is the scientific investi gation of environmental consequences of new technologies. Energy conversion and transportation are thereby considered as important areas of technological advance. The dissertation follows this thread by comparing the impacts of natural gas vehicles on human health and the environment with those of reference vehi cles fueled by petrol and Diesel. This question is addressed within the framework of Life Cycle Assessment, which is one important instrument of environmental Technology Assessment. Within this framework, a new method for the assessment of impacts on human health is developed and applied. In this way, the dissertation contributes to the methodological research of the Europaische Akademie in the field of Technology Assessment. The book is addressed to researchers in the fields of alternative fuels, Techno logy Assessment, and Life Cycle Assessment in particular. It may also be of inter est to decisionmakers and the wider public concerned with environmental impacts of energy conversion and transportation. It was written in English in order to be accessible to an international audience.

Although world oil markets remain adequately supplied, high oil prices reflect increasingly uncertain conditions, and many countries are considering ways to improve capacity to handle market volatility and possible supply disruptions in the future. In light of these concerns, this publication sets out a new quantitative assessment of the potential oil savings and costs of rapid oil demand restraint measures for transport, useful for both large-scale disruptions, and for smaller, localised supply disruptions in individual countries. It examines potential approaches for rapid uptake of measures such as telecommuting, ecodriving, and car-pooling; as well as discussing methodologies for adapting policy measures to national circumstances.
