Book excerpt: This book presents a technical review of ecological and life history information on a range of Bornean wildlife species, aimed at identifying what makes these species sensitive to timber harvesting practices and associated impacts. It addresses three audiences: 1) those involved in assessing and regulating timber harvesting activities in Southeast Asia, 2) those involved in trying to achieve conservation goals in the region, and 3) those undertaking research to improve multipurpose forest management. This book shows that forest management can be improved in many simple ways to allow timber extraction and wildlife conservation to be more compatible than under current practices. The recommendations can also be valuable to the many governmental and non-governmental organisations promoting sustainable forest management and eco-labelling. Finally, it identifies a number of shortcomings and gaps in knowledge, which the hope can interest the scientific community and promote further research. This review is, an important scientific step toward understanding and improving sustainable forestry practices for long-term biodiversity conservation. Even in the short term, however, significant improvements can be made to improve both conservation and the efficiency of forest management, and there is no need to delay action due to a perceived lack of information. In the longer term it is expected that the recommendations from this review will be implemented, and that further research will continue to help foster an acceptable balance among the choices needed to maintain healthy wildlife populations and biodiversity in a productive forest estate.

It sheds light on what constitutes "resilience" of the peat swamp forest, digs deeper into local knowledge in developing the studies on institutions, governance, and ecological conditions that support the resilience of the peat swamp forest to elaborate on the idea of transformation in today's degraded peatlands. While peat swamp forests may be resilient, they remain highly vulnerable. The book analyzes restoration efforts through rewetting, revegetation, and rehabilitation of the local livelihoods with the concepts of adaptation and transformation. The integrated analysis covers fieldwork of more than a decade and various aspects such as agrarian and social changes, biological changes (birds, mammals, and termites), carbon emission, water control, timber use, revegetation efforts, and the Indonesia Sustainable Palm Oil (ISPO) program implementation. It also employs the ideas of vulnerability, resilience, adaptability, and transformation based on expanded studies on peatlands and observations of and participation in multiple efforts to prevent fires and restore the degraded peatland by researchers, the government, non-government organizations (NGOs), private companies, and last but not least, the local people. The discussion includes the period of pre-degradation and several efforts at peatland restoration for a better understanding and analysis of the long-term peatland dynamics.

The Reduced Impact Logging (RIL) guidelines for Indonesia provides the mechanism for HOW the standards will be applied in the field or “how to do the work”. Tractor skidding–mostly by crawlers and skidders–is the most common system (ca. 90%) used in the Indonesian Selective Cutting and Planting (TPTI) System. Considering the fact that familiarity with more environmentally friendly logging system (such as cable and aerial logging) is still lacking in Indonesia, often due to cost, etc., RIL guidelines focus on ground-based harvesting which can be implemented in the lowland and hill forests in Indonesia. Target groups of this guidelines are production supervisors, RIL planners, bolck inspectors, road network planners, road construction supervisors, machine operators, chainsaw operators, tractor operators and their assistants.

Book excerpt: The sexiest lowland forests in Papua Indonesia, hosting many high-valued timber species, attract the country’s authorities to allocate 94% as production forests. The main aim is to manage the forests sustainably under a concessionaire system strongly requiring sustainable-sense protocols stated in the national silviculture system-TPTI. However, in many cases, the logging activities in the tropics fail to perform sustainability in production and ecological integrity due to unavoidable high harvesting intensity adopted in uniform cutting protocols. Therefore, comprehending an intact forest’s local-specific features helps develop an adaptable silviculture technique. The book elaborates on 143 species identified in two logging concessions of Papua and explains significant differences in the distinct primary forests formed by the species. It also reveals the individuals and species of commercial timbers left after logging. Furthermore, it presentably discusses the current logging impacts potentially changing the species’ relative abundance, downgrading the future degree of tree diversity and causing a massive timber volume reduction that fizzles out to enter the third cycle. Additionally, the state-of-the-art method of relating species’ slope structure with its sapwood content of δ15N and N is conceptually explained to classify 103 species by light-requirement trait. Therefore, it is a critical indicator for species selection in the enrichment planting of pre-grown seedlings and subsequent tending. Ultimately, including a combination of species-specific minimum cutting diameter in TPTI with the consequence of enlarging the concession area becomes the ambitious goal of this work.

How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesias forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesias national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesias independence in 1945 to the fall of Soehartos New Order regime in 1998. The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.
