This program is costly. DOD has invested about $6.6 billion in facilities and equipment with annual expenditures close to $5.4 billion. Numerous reviews by both the GAO and the Defense Department have been critical of the management of aircraft depot maintenance. In 1978 GAO found extensive duplication and underuse of resources and concluded that the separate aircraft depot maintenance systems of the three military services waste money, men, and materials"--Page 1-2.

Book excerpt: The relationship of the Department of Defense (DOD) two series of policies relating to the distribution of aircraft depot maintenance work loads between in-house (organic) and contract sources is unclear and has produced diseconomies in distributing depot maintenance. The first series, applying to DOD commercial and industrial activites, recognizes a need for agencies to consider economies and mobilization readiness when deciding work distribution. Policy relating specifically to depot maintenance prescribes that maintenance will use both contractual and organic sources, establishing a maintenance mobilization base capable of quick expansion. Policy implication is that all nonmission related maintenance and 30 percent of the mission-related work should be contracted. None of the departments follow this policy, and DOD has no system of monitoring it.

Book excerpt: Section 2466 of title 10, U.S. Code, stipulates that not more than 50 percent of annual depot maintenance funding provided to the military departments and defense agencies can be used for work accomplished by private sector contractors. It also provides that the Secretary of a military department may waive the 50-50 requirement if the Secretary determines a waiver is necessary for reasons of national security and notifies Congress regarding the reasons for the waiver. Further, section 2466 provides that the Department of Defense (DOD) shall submit two reports on public- and private-sector depot maintenance workloads to the Congress every year. The first report is to provide the percentages of funds expended in the public and private sectors during the 2 preceding fiscal years (the prior-years report), and the second report is to project this same information for the current and 4 succeeding fiscal years (the future-years report). For 2001, the prior-years report was issued on February 1, 2001, and the future-years report on April 1, 2001.

GAO noted that: (1) in response to a Department of Defense initiative, the Air Force developed a business plan and strategy to reduce depot maintenance costs by $1.1 billion by fiscal year 1995; (2) the Air Force plans to achieve most savings in its depot maintenance operations through a comprehensive public/private competition program for depot maintenance work; (3) the Air Force is planning to transfer intermediate level maintenance currently done at individual operational units to one of the five Air Force depots; and (4) performing intermediate maintenance at depots may require additional funds for more spare parts and transportation and may negatively affect mission capability rates during combat. GAO also noted that opportunities to improve Air Force depot maintenance operations include: (1) expediting the transition of interim contractor support to depots; (2) repairing unserviceable equipment to reduce the procurement of new spares; (3) implementing reliability-centered maintenance; and (4) improving the accounting and the depot maintenance requirements determination procedures. GAO noted that: (1) Navy public/private competition programs have resulted in limited competition, since private shipyards could price bids below expected costs; (2) the Navy and the Army did not always review serviceable items to determine if they could be more economically replaced; and (3) the Army overstated its depot maintenance requirements.

Book excerpt: Reliability-centered maintenance, an aircraft maintenance policy that limits routine maintenance in order to reduce costs and increase safety, was evaluated as it applied to the Navy's P-3 program. Application of the new maintenance concept to the Navy's organizational and depot maintenance programs improved maintenance scheduling, reduced unnecessary work tasks, corrected task distribution between maintenance levels, and resulted in a generally more logical approach to the maintenance function. The Navy may not have achieved maximum benefits from the program because it needs better information systems with which to appraise maintenance programs. The Navy also needs to take specific actions to realize the maximum potential for savings.
