These dialogues, unlike earlier ones, focused on the political processes of policy formulation and the strategic behaviour of the actors involved. Specific attention is devoted to implications for development cooperation.

Book excerpt: This book brings together diverse perspectives from the newest generation of scholars from Canada and China to better understand China in the 21st century. It examines China's socio-political structure, its particular relationship with Canada, and interaction with the international community; and discusses how to overcome the ideological differences between the two countries to establish positive and sustainable Canada-China bilateral relations for the future. Importantly, the perspectives are from young authors, with a different relationship to China (and Canada) than more established authors. This compilation helps breathe new life into the study of Sino-Canada relations from both countries, and to reassess and re-frame issues related to China in the 21st century.

Book excerpt: This paper presents Mali’s First Review under the Poverty Reduction and Growth Facility, and requests for Waiver of Nonobservance of Performance Criteria. The food and fuel price shocks have begun to moderate, partly because of the authorities' supply-side measures and declining oil prices. New risks are emerging from the global credit crisis and its spillover effects onto global growth, commodity markets, and exchange rates. The authorities need to be vigilant on the fiscal front because policies have relaxed owing to external food and fuel price shocks and higher-than-expected nondebt financing.

Available in PDF, EPUB and Kindle. Book excerpt: Is China building a new empire in rural Africa? Over the past decade, China's meteoric rise on the continent has raised a drumbeat of alarm. China has 9 percent of the world's arable land, 6 percent of its water, and over 20 percent of its people. Africa's savannahs and river basins host the planet's largest expanses of underutilized land and water. Few topics are as controversial and emotionally charged as the belief that the Chinese government is aggressively buying up huge tracts of prime African land to grow food to ship back to China. In Will Africa Feed China?, Deborah Brautigam, one of the world's leading experts on China and Africa, probes the myths and realities behind the media headlines. Her careful research challenges the conventional wisdom; as she shows, Chinese farming investments are in fact surprisingly limited, and land acquisitions modest. Defying expectations, China actually exports more food to Africa than it imports. Is this picture likely to change? African governments are pushing hard for foreign capital, and China is building a portfolio of tools to allow its agribusiness firms to "go global." International concerns about "land grabbing" are well-justified. Yet to feed its own growing population, rural Africa must move from subsistence to commercial agriculture. What role will China play? Moving from the halls of power in Beijing to remote irrigated rice paddies of Africa, Will Africa Feed China? introduces the people and the politics that will shape the future of this engagement: the state-owned Chinese agribusiness firms that pioneered African farming in the 1960s and the entrepreneurial private investors who followed them. Their fascinating stories, and those of the African farmers and officials who are their counterparts, ground Brautigam's deeply informative, deftly balanced reporting. Forcefully argued and empirically rich, Will Africa Feed China? will be a landmark work, shedding new light on China's evolving global quest for food security and Africa's possibilities for structural transformation.

This book was released on 2014-12-10 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on profiling, from both literature-based and primary research points of orientation, instances of land grabs and/or acquisitions with a focus on the implications of land grabs for trade, investment and development policy in Africa under the global green economy transition agenda. In many instances, case studies and examples paint a picture that could be of use to policy-makers. Overall, the book advocates a 'satisfy-satisfy' orientation when land deals are made, as well as total transparency from key actors, building grassroots negotiation capacity and awareness. To illustrate some of the emerging issues in terms of land-grabs, acquisition and their implications for trade, investment and development policies, the sixth Trade Policy Training Centre in Africa (trapca) conference took place in Arusha, Tanzania on 24 and 25 November 2011. The conference had two objectives: (1) to come up with concrete policy interventions and recommendations that would harness foreign investment in land on the continent; and (2) to publish this edited book of selected papers presented at the conference that met the rigorous specifications laid down by the editors and publishers. One of the major revelations to emerge from the Conference was that 'there is no vacant land in Africa'. In addition, participants took the view that land deals in Africa needed to be done on a 'satisfy-satisfy-satisfy' rather than a 'win-win-win' basis. This book is jointly published by trapca and the Africa Institute of South Africa (AISA).
