Our empirical analysis relies on two complementary French surveys conducted in 1998 and 2005 on a large sample of employees. We estimate quantile regressions and use a difference-in-difference strategy to assess the effect of new technologies. Both in 1998 and 2005, we find that the gender gap estimated for the group of ICT-users is not really different from the gap for non-users. Among ICT-users, wage differentials between men and women are mostly explained by a divergence in the rewards to identical characteristics.

Book excerpt: At a time when women in industrialized countries have a stronger and more permanent presence in the labour market than ever before, why does the gender pay gap differ so greatly between countries? The contributors to this book use empirical studies of gender differences in family responsibilities and time allocation to demonstrate how such differences affect women's wages and analyse pay structures and wage mobility throughout Europe.

Book excerpt: In this paper, we propose a method of decomposition that identifies the wage effect of the gender discriminatory barriers in the allocation of grades and full-time jobs. Standard decomposition techniques tend to interpret the explained portion as a non-discriminatory component, though discriminatory barriers in the labour market also affect the characteristics of individuals. Using survey data generated by INSEE in France in 2000, we find some evidence that the gender discriminatory barriers within the French labour market explain much of the difference between men and women's attainment and full-time employment. Our method substantially changes the traditional empirical conclusions since the discriminatory barriers in the allocation of grades and full-time jobs account for one quarter of the gender monthly wage gap. When adding to the pure wage discrimination portion, we thus show that half of the gender monthly wage gap is not explained.

Book excerpt: We use a semi-parametric method to decompose the difference in male and female wage densities into two parts - one explained by characteristics and one which is attributable to differences in returns to characteristics. We learn substantially more about the gender wage gap in France through this analysis that we do through parametric techniques which we also employ for comparative purposes. In particular, we find that there are no unexplained differences in male and female earnings distributions in the bottom fifth of the data. Occupation and part-time status are the most important determinants of the wage gap for all workers. In the semi-parametric estimates we find that education plays no role in the wage gap once we account for occupation and part-time status.

Using survey longitudinal data on young men and women leaving the French school system in 1998, we show that the residual entrance-level wage differential by gender may be explained by the expected gender differential of access to job opportunities. A hierarchical classification is used to estimate the probability to obtain easy access to non-subsidized jobs. After control for hours worked and hierarchical levels, and for the predicted values of this previous estimation, we find no significant impact of gender on entrance-level wages.

Book excerpt: We study a longitudinal sample of over one million French workers and over 500,000 employing firms. Real total annual compensation per worker is decomposed into components related to observable characteristics, worker heterogeneity, firm heterogeneity and residual variation. Except for the residual, all components may be correlated in an arbitrary fashion. At the level of the individual, we find that person-effects, especially those not related to observables like education, are the most important source of wage variation in France. Firm-effects, while important, are not as important as person-effects. At the level of firms, we find that enterprises that hire high-wage workers are more productive but not more profitable. They are also more capital and high-skilled employee intensive. Enterprises that pay higher wages, controlling for person-effects, are more productive and more profitable. They are also more capital intensive but are not more high-skilled labor intensive. We also find that person-effects explain 92% of inter-industry wage differentials.

The report also includes a review of key policy issues regarding wages and the reduction of gender pay gaps in different national circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: In all Western societies women earn lower wages on average than men. The gender wage gap has existed for many years, although there have been some important changes over time. This volume of collected papers contains extensive research on progress made by women in the labor market, and the characteristics and causes of remaining gender inequalities. It also covers other dimensions of inequality and their interplay with gender, such as family formation, wellbeing, race, and immigrant status. The author was awarded the 2010 IZA Prize in Labor Economics for this research. Part I comprises an Introduction by the Editors. Part II probes and quantifies the explanations for the gender wage gap, including differential choices made in the labor market by men and women as well as labor market discrimination and employment segregation. It also delineates how the gender wage gap has decreased over time in the United States and suggests explanations for this narrowing of the gap and the more recent slowdown in wage convergence. Part III considers international differences in the gender wage gap and wage inequality and the relationship between the two. Part IV considers a variety of indicators of gender inequality and how they have changed over time in the United States, painting a picture of significant gains in women's relative status across a number of dimensions. It also considers the trends in female labor supply and what they indicate about changing gender roles in the United States and considers a successful intervention designed to increase the relative success of academic women. Part V focuses on inequality by race and immigrant status. It considers not only race difference in wages and the differential progress made by African-American women and men in reducing the race wage gap, but also race differences in wealth which are considerably larger than differences in wages. It also examines immigrant-native differences in the use of transfer payments, and the impact of gender roles in immigrant source countries on immigrant women's labor market assimilation in the U.S. labor market.

Book excerpt: Unlike the private sector, the French public sector is still characterized by a high level of centralization in pay setting. Public services have recently gained more autonomy in personnel management locally. Consequently, the public-private wage gap at the local level may play an increasing role in recruitment policy. Using standard methods of estimation and geographically weighted regressions for 2002, we show that the average public-private wage differential does not differ widely across regions. However, quantile regressions estimated by region reveal that the pattern of public wage premiums varies according to gender and skill.
