With resources and services concentrated in the capital city of Malé, the atolls are underdeveloped. Progress has been notable in eradicating extreme poverty and hunger, achieving universal primary education, improving maternal health, and reducing child mortality. However, challenges remain in gender equality and women's empowerment (with low female-to-male ratio in tertiary qualifications), limited share of female employment, and low participation of women in political development and decision making. This publication intends to support the Government of the Maldives in its attempt to tackle persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in energy; fisheries; micro, small, and medium enterprises; transport; tourism; and water and sanitation and suggestions for strengthening gender mainstreaming in project design, implementation, and monitoring.

It explores how and why an electoral democracy based in a constitution that has many liberal features but also Islam-based limitations, especially lack of religious freedom, emerged in the country by 2009. In doing so, the book interrogates a major approach to Muslim politics that assumes reformist interpretations of Islam are a positive, and even a necessary, force for liberalization and democratization in Muslim-majority contexts. This book shows reformist Islam did play certain positive roles in democratization in the Maldives. However, the book suggests reformist Islam may not be an invariably uncontroversial force in the space of politics. It argues that modern nation building in the Maldives shaped by political actors with reformist Islamic orientations, since around the 1930s, has also completely transformed Islam as a modern institutional and discursive political religion. These transformations of Islam as a modern political religion have existed as path-dependent constraints on the depth of democratization, ensuring religion-based limitations and intensifying controversy over religion vis-à-vis the state and individual rights. An original empirical contribution towards a better understanding of Islam and politics in the Maldives, this book will be of interest to academics and students working on democracy, and Islam in particular, and in the fields of political science and area studies, especially South Asian politics.

Book excerpt: Within the past decade the Maldives moved from poverty to middle-income status, introduced democracy, and was hailed as a Millennium Development Goal Plus country. Women face little discrimination in basic aspects of life such as primary education, health and survival †“ unlike in much of South Asia. This economic and social progress has yet to be fully inclusive, however, and gender inequality endures, despite constitutional guarantees to the contrary. This is at least partly due to a shift in the nature of Islamic practice in the Maldives towards more rigidly patriarchal interpretations. Women’s labor force participation is high, but limited to lower echelons of the economy. Women are slightly more likely than men to be unemployed. Despite gender-equal primary schooling, girls’ access to tertiary and professional education is hampered by beliefs about girls’ and women’s mobility, and primacy of household roles over others. Within the home, women face challenges that men do not, such as high risks of domestic violence and little control over household assets. Finally, women have limited presence in politics and governance. Men struggle with different gendered situations. Unemployment is high among young men, who also increasingly are alienated from society and family. This alienation, combined with a lack of strong alternative social structures to replace the breakdown of traditional family structures that has accompanied Maldives’ development trajectory, appear to be propelling young men towards greater social conservatism, participation in gangs, drug use and violence. Nonetheless, women are more disadvantaged in more realms of life than are men. Moreover, public support for gender equality and women’s rights appears to be declining. These developments are worrying for the future of gender equality in the Maldives, as well as for a more inclusive development model that would offer opportunities to both men and women.

But other pieces of evidence reveal enormous gaps, from extravagant wealth at one end to lack of access to the most basic services at the other. Which prompts the question: How bad is inequality in South Asia? And why would that matter? This book takes a comprehensive look at the extent, nature, and drivers of inequality in this very dynamic region of the world. It discusses how some dimensions of inequality, such as high returns to investments in human capital, contribute to economic growth while others, such as high payoffs to rent-seeking or broken aspirations, undermine it. Drawing upon a variety of data sources, it disentangles the contribution that opportunity in young age, mobility in adult years, and support throughout life make to inequality at any point in time. Equally important, the book sheds light on the prospects of escaping disadvantage over time. The analysis shows that South Asia performs poorly in terms of opportunity. Access to basic services is partial at best, and can be traced to characteristics at birth, including gender, location, and caste. Conversely, the region has had a robust performance in terms of geographical and occupational mobility despite its cluttered urbanization and widespread informality. Migration and jobs have served disadvantaged groups better than the rest, highlighting the importance of the urbanization and private sector development agendas. Support falls somewhere in between. Poverty alleviation programs are pervasive. But the mobilization of public resources is limited and much of it is wasted in regressive subsidies, while inter-government transfers do not do enough to mitigate spatial inequalities.

Norbert Gaillard defines this notion as “any macroeconomic, microeconomic, financial, social, political, institutional, judiciary, climatic, technological, or sanitary risk that affects (or could affect) an investor in a foreign country. Damages may materialize in several ways: financial losses; threat to the safety of the investing company’s employees, clients, or consumers; reputational damage; or loss of a market or supply source.” Chapter 1 introduces the key concepts. Chapter 2 investigates how country risk has evolved and manifested since the advent of the Pax Britannica in 1816. It describes the international political and economic environment and identifies the main obstacles to foreign investment.
