This book examines Malaysia’s privatisation programme, focusing on how political constraints resulted in the failure of four major privatisations: the national sewerage company (IWK), Kuala Lumpur Light Rail Transit (LRT), national airline (MAS), and national car company (Proton). It considers why developing countries such as Malaysia might want to embark on privatisation, the factors that lead to policy failure, and what is needed to make it work. It shows clearly that political motives driving privatisation often dominate purely economic considerations, and thus it is necessary to analyse privatisation within the specific country context. It argues that failure in the Malaysian case was due to political considerations that compromised institutional design and regulatory enforcement, leading to problems associated with corruption. It concludes that privatisation does not necessarily improve incentives for efficiency or enhance the finance available for capital investment, and that successful privatisation depends on the state’s institutional and political capacity to design and manage an appropriate set of subsidies. This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

To these ends, its strategy should include continued structural reforms to achieve healthy balance sheets of the banking and corporate sectors; further deregulation to promote competition and efficiency; and consistent macroeconomic policies to maintain financial stability and sustainable fiscal and external positions. Malaysia's economic structure and performance were relatively strong prior to the crisis. Malaysia’s initial low level of short-term external debt enabled it to maintain foreign reserves at a reasonably high level, and this contributed to relatively robust external and domestic confidence early on in the crisis. As a consequence of financial vigilance exercised through prudential regulation of capital movements, the exposure of the financial and corporate systems was contained. Stock market capitalization in Malaysia grew to an extremely high level prior to the crisis, reflecting both the fast expansion of the capital market and liberal capital account regime.
