Disappointing results with respect to implementation of Malawi Growth and Development Strategy II have triggered a qualified rethink in Malawi’s development planning process. There is a growing recognition that Malawi needs a more realistic development plan, in terms of both the underlying assumptions and resource availability, as well as with fewer priorities and a greater emphasis on implementation. Climate change has also become a major new factor in this process. The recent formation of a quasi-independent National Development and Planning Commission is expected to help in improving the independence of the planning process in Malawi.

It shows how these frameworks have been applied in a practical sense in Africa to investigate sexual cultural practices and their link with HIV/AIDS. The author provides an overview of both the field of study and the methods used during fieldwork. Finally, it assesses the implications of the findings for the conceptualization and provision of current and future HIV/AIDS policies and programs in Africa. This monograph will appeal to policy makers and practitioners working in the field of HIV/AIDS in the Global South as well as academics and students.

Book excerpt: Restrictions on exports of staples or cash crops are frequently imposed in developing countries to promote food security or industrial development goals. By diverting production to the local market, these policies aim to reduce prices and increase the supply of food or intermediate inputs to the benefit of consumers or downstream industrial users. Although export restrictions reduce aggregate welfare, they are attractive to policymakers: Governments gain support when they are seen to keep consumer prices low; likewise, politicians are swayed by industrial lobbyists who promise increased value-addition in exchange for access to cheaper inputs. This study weighs in on the debate around the desirability of export restrictions by simulating the economy-wide effects of Malawi’s longstanding maize export ban as well as a pro-posed oilseed export levy intended to raise value-addition in processing sectors. Our results show that, while export restrictions may have the desired outcome in the short run, producers respond to weakening market prospects in the longer run by restricting supply, often to the extent that the policies become self-defeating. Specifically, maize export bans only benefit the urban non-poor, while poor farm households experience income losses and reduced maize consumption in the long run. The oilseed export levy is equally ineffective: Even when export tax revenues are used to subsidize processors, gains in industrial value-addition are outweighed by declining agricultural value-addition as production in the fledgling oilseed sector is effectively decimated. The policy is further associated with welfare losses among rural households, while urban non-poor households benefit marginally.

Book excerpt: The Malawi Growth and Development Strategy II (MGDS-II) is a poverty reduction strategy for the period 2006–11, which is aimed at fulfilling Malawi’s future developmental aspiration—Vision 2020. The strategy identifies broad thematic areas and key priority areas to bring about sustained economic growth. A striking feature of this strategy is that the various governmental organizations, private sector, and general public are equal stakeholders. However, successful implementation of MGDS-II will largely depend on sound macroeconomic management and a stable political environment.

Book excerpt: The Population Situation Analysis (PSA) provides the basis for an integrated appraisal of the population and reproductive health dynamics and their impacts on poverty, inequality and development. By integrating a micro and macro analytical approach, the population situation analysis clarifies the interactions between individual behaviour and demographic dynamics. The Population Situation Analysis (PSA) responds to demand by countries that international cooperation should promote national capacity-building and recognize national ownership and leadership as prerequisites for development, in accordance with the principles agreed at the International Conference on Population and Development (ICPD) and the Millennium Declaration. This manual contributes to more efficient evidence-based programming, which relies on increased capacity for data generation, new databases, the consolidation of available evidence and the promotion of the use of hard data. Within each area, critical readiness gaps are identified and relevant recommendations are proposed to overcome barriers and bottlenecks to the growth of digital trade. There are signs that Malawi has started to consider some of the benefits that e-commerce can bring to its population and some important initiatives have been undertaken in this direction. However, the overall ecosystem needs to be structured and organized to avoid the proliferation of informal and unskilled operators, with obvious losses for government and consumers.

Available in PDF, EPUB and Kindle. Book excerpt: 'The Education System in Malawi', an Education Country Status Report (CSR), is a detailed analysis of the current status of the education sector in Malawi, the results of which have been validated by the government of Malawi. Its main purpose is to enable decision makers to orient national policy on the basis of a factual diagnosis of the overall education sector and to provide relevant analytical information for the dialogue between the government and development partners. The analysis incorporates data and information from multiple sources, such as school administrative surveys by the Ministry of Education, household surveys, and a tracer survey created especially for this study. This CSR, developed by a multi-ministerial national team supported by UNESCO P le de Dakar, the World Bank, and GTZ specialists, updates the previous one drawn up in 2003 and consists of eight chapters, including a chapter on higher education. The analysis provides key monitoring and evaluation inputs for the overall education sector, particularly under the framework of the implementation of the National Education Sector Plan.
