Many greet these complaints with skepticism or dismissal. Is it economic expedience due to the sheer magnitude of the changes taking place under the transition? Did the Soviet legacy delude observers into believing that there is gender equality in the region? While budgets shrink, how can gender be integrated into country department work programs? To answer these and other pressing questions regarding the gender issue, the World Bank held a conference in June 1999. Women from the ECA region, Western Europe and the United States gathered to address the lack of Bank knowledge of gender issues in the Eastern Europe and Central Asia Region. The papers from the conference included in this volume describe the present conditions for women, emphasize the need to debunk the myth of gender equality in the Soviet era, and propose urgent legislative measures to address gender disparity. This publication gives women the opportunity to voice their concerns regarding this issue. It will be of interest to regional gender experts, ministries, and think tanks.

Book excerpt: With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. Many policy makers believed that education was not a problem sector in transition countries. This report presents originally unforeseen results which suggest that deep and broad problems are emerging in the sector and were threatening many countries' achievements in education. The region's education systems which once were a good fit with the planned economies and authoritarian political systems are proving to be a poor fit with market economies and more open political systems. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.

Book excerpt: Roma are a unique minority in Europe, and with current estimates of between seven and nine million living throughout the continent, they represent the largest minority group. They are the main poverty risk group in many countries of central and eastern Europe, yet there is little information available on their living conditions. This paper analyses data from a new cross-country household survey, conducted by the Center for Comparative Research at Yale University, into the ethnic dimension of poverty in Roma communities in Hungary, Bulgaria and Romania. Findings describe the multidimensional nature of Roma poverty, both in terms of consumption and income, as well as other deprivation measures such as housing and health status, access to education and employment opportunities. Significant structural factors are identified which reflect past and present discrimination. Whilst specific policies need to be formulated at the country level, the report also seeks to highlight common policy options among national governments, Roma communities, non-governmental organisations and international agencies.

Chaos seems to be growing, and the EU and the U.S. thus far seem unable to provide coherent responses to mitigate the impact of their adventurism and disruption.
