Book excerpt: One aspect of the new economy is a transition to a networked society, and the emergence of a highly interconnected, interdependent and complex system of networks to move people, goods and information. An example of this is the in creasing reliance of networked systems (e. g. , air transportation networks, electric power grid, maritime transport, etc. ) on telecommunications and information in frastructure. Many of the networks that evolved today have an added complexity in that they have both a spatial structure – i. e. , they are located in physical space but also an a spatial dimension brought on largely by their dependence on infor mation technology. They are also often just one component of a larger system of geographically integrated and overlapping networks operating at different spatial levels. An understanding of these complexities is imperative for the design of plans and policies that can be used to optimize the efficiency, performance and safety of transportation, telecommunications and other networked systems. In one sense, technological advances along with economic forces that encourage the clustering of activities in space to reduce transaction costs have led to more efficient network structures. At the same time the very properties that make these networks more ef ficient have also put them at a greater risk for becoming disconnected or signifi cantly disruptedwh en super connected nodes are removed either intentionally or through a targeted attack.

Since this high penetration was achieved in a relatively short time period, nearly all telecommunication companies showed huge growth rates. This applied for mobile operators, telecommunication network suppliers as well as for mobile phone producers and went in line with skyrocketing share prices. Since mobile phone penetration was already very high, telecom companies’ growth rates shrank dramatically over the last year and share prices fell according to that. Consequently, telecom companies had to invent new gadgets to encourage people to buy new mobile phones and sign new contracts with mobile operators. Therefore, research concentrated on greater bandwidth in order to widen the functionality of mobile phones and to increase usage time. Telecom companies have the vision that sooner or later everybody will use a mobile phone not only to call other people, but also to access the Internet from everywhere and at any time. These “multimedia entertainment and information terminals” (Berton, 2001, p. 18) would lead to increased data traffic and, therefore, higher revenues for mobile operators. Furthermore, constant improvements of infrastructure and mobile devices would ensure further sales for network suppliers and mobile phone manufacturers. General Packed Radio Service (GPRS) is considered to be the first step in that direction, which will be followed by Universal Mobile Telecommunications System (UMTS).

The book discusses the role of welfare reforms, international aid and European integration in addressing these difficulties. The author argues that the resistance to reforms which were initiated under the communist system in former Yugoslavia led to the break up of the country and that since then a group of early reforming countries have made fast progress in institutional reform and have been at the forefront of EU integration. He also acknowledges that the main problems have been among a group of late reformers including two international protectorates where aid dependence has held back progress with institutional reforms. The book concludes that the resolution of these problems will unblock the completion of the transition, development and EU integration in the region and open for the way for a more stable and prosperous future.
