In an ever more digital and connected world do we still need places of books in our towns, colleges, or schools? If libraries aren't about books, what are they about? In Expect More, David Lankes, winner of the 2012 ABC-CLIO/Greenwood Award for the Best Book in Library Literature, walks you through what to expect out of your library. Lankes argues that communities need libraries that go beyond bricks and mortar and beyond books. We need to expect more out of our libraries. They should be places of learning and advocates for our communities in terms of learning, privacy, intellectual property, and economic development.Expect More is a rallying call to communities to raise the bar, and their expectations, for great libraries.

Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

The study investigates the linkage between business cycle convergence and financial portfolio choice for a panel of 18 European countries. For this purpose an index is constructed which measures the similarity of investment portfolios. The idea is that financial portfolio choice has an impact on business cycles and contributes to convergence via the consumption-wealth linkage. The background of the analysis is the International Asset Pricing Model (IAPM). The results of fixed effects GMM TSLS estimations confirm the linkage. The effect is higher for country-pairs that are built by one euro area member and one member outside the euro area.

This book was released on 2007 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: Donor countries are currently scaling up their aid programmes in response to strategies proposed through the Millennium Development Goals. Recent positive research on the impact of foreign development aid has led to increased expectations on the part of donor countries. Research suggests that per capita income growth over the last decade would have been lower in the absence of aid, and also that public sector expenditure on health and education in developing countries would not have been as great without aid inflows. However, there still remain many significant gaps in knowledge on aid allocation and effectiveness. This book addresses a number of these gaps, and provides many new and important analytical insights into aid. Among the topics covered are the interface between aid allocation and perceptions of aid effectiveness, the inter-recipient concentration of aid from non-government organizations, the year-on-year volatility of aid, impacts of aid on public sector fiscal aggregates, and evaluation of the country-level impacts of aid. The book is an essential companion for professionals engaged in aid policy reforms and also for scholars in the areas of development economics, international finance and economics.

Book excerpt: "The Covid-19 pandemic disrupted the education of an estimated 90 percent of the world's school-aged children. [This report] is based on over 470 interviews with students, parents, and teachers in 60 countries between April 2020 and April 2021. It documents how Covid-related school closures did not affect all children equally, as governments failed to provide all children with the opportunity, tools, or access needed to keep learning during the pandemic. Students from groups already facing discrimination and exclusion from education even before the pandemic were disproportionately adversely affected. Governments' long-term failures to remedy discrimination and inequalities in their education systems, and often to ensure basic government services, such as affordable, reliable electricity in homes, or facilitate affordable internet access, meant schools entered the pandemic ill-prepared to deliver remote education to all students equally. Children from low-income families were more likely to be excluded from online learning because they did not have reliable electricity or sufficient access to the internet or devices. Historically under-resourced schools particularly struggled to reach their students."--Page 4 of cover.
