Book excerpt: SELON DES SOURCES CONCORDANTES, LES ORGANISMES DE TELEVISION D'AFRIQUE FRANCOPHONE AU SUD DU SAHARA ONT DES TAUX D'UTILISATION DES PRODUCTIONS AUDIOVISUELLES ETRANGERES TRES ELEVES. CES TAUX DEMEURENT ELEVES ALORS QU'IL EXISTE DES RAISONS VALABLES QUI DEVRAIENT CONTRIBUER AU CONTRAIRE A LEUR BAISSE. POURQUOI EN EST-IL AINSI? POUR DECOUVRIR LES RAISONS DE CETTE SURCONSOMMATION, IL FAUT EN DECRIRE LE PROCESSUS (1ERE PARTIE) QUANT AUX DIVERSES PHASES (TITRE I) ET QUANT AUX PROGRAMMES DIFFUSES (TITRE II). AU BOUT DE CETTE DESCRIPTION, L'ON S'APERCOIT QUE LES PRODUCTIONS AUDIOVISUELLES ETRANGERES LES PLUS UTILISEES SONT CELLES A CARACTERE NON EVENEMENTIEL, NOTAMMENT LES EMISSIONS DE DIVERTISSEMENT. CES ELEMENTS REVELES PAR L'ANALYSE DES PROGRAMMES PERMETTENT D'ORIENTER LA RECHERCHE DES CAUSES DE LA SURCONSOMMATION (2E PARTIE) VERS L'ANALYSE DES MOYENS DE PRODUCTION ENDOGENE DES 4 ORGANISMES DE TELEVISION (TITRE I) ET VERS L'INFLUENCE EXTERIEURE QUI S'EXERCE SUR CES ORGANISMES POUR LA CONSOMMATION DES PRODUCTIONS AUDIOVISUELLES ETRANGERES (TITRE II) L'ANALYSE DES MOYENS DE PRODUCTION DES ORGANISMES DE TELEVISION MONTRE LEUR INCAPACITE A PRODUIRE TOUS LES GENRES D'EMISSIONS DONT ILS ONT BESOIN. AUSSI DOIVENT-ILS FAIRE APPEL AUX PRODUCTIONS ETRANGERES. DE PLUS, CE RECOURS A L'EXTERIEUR EST ENTRETENU D'UNE PART PAR LES PRODUCTEURS ETRANGERS QUI EXERCENT DES PRESSIONS EN VUE DE LA CONSOMMATION DE LEURS PRODUITS ET D'AUTRE PART PAR DES TELESPECTATEURS QUI PREFERENT LES PRODUCTIONS ETRANGERES. EN CONSEQUENCE, LES ORGANISMES AFRICAINS DEVRAIENT, POUR REDUIRE LEUR CONSOMMATION DES PRODUCTIONS ETRANGERES, METTRE EN PLACE UNE POLITIQUE TELEVISUELLE PRIVILEGIANT LA PRODUCTION ENDOGENE DES GENRES QUI SONT AUJOURD'HUI IMPORTES EN TRES GRANDE QUANTITE.

Available in PDF, EPUB and Kindle. Book excerpt: Mass Media in Sub-Saharan Africa analyzes how historical, political, economic, social, cultural, and stylistic factors have shaped media products in African radio, television, and newspapers. Bourgault investigates three principal influences: the pre-colonial legacy of the oral tradition, the presence of an alienated managerial class, and the domination of African nations by systems based on political patronage. The first two chapters provide the theoretical framework. Subsequent chapters look at the management of the electronic media, radio and television broadcasting in content and practice, the history of print media, and the discourse style found in the press. This work provides a wealth of historical information on media systems, particularly those of the former anglophone and francophone countries, together with recent developments in satellite communication, small-systems technology, and the current move toward decentralization and privatization. Bourgault also considers the political shifts affecting Africa in the 1990s and offers a radical blueprint for more responsive and informative media in the sub-Saharan area.

Book excerpt: Is America still Number 1? A leading scholar of international politics and former State Department official takes issue with Paul Kennedy and others and clearly demonstrates that the United States is still the dominant world power, with no challenger in sight. But analogies about decline only divert policy makers from creating effective strategies for the future, says Nye. The nature of power has changed. The real-and unprecedented-challenge is managing the transition to growing global interdependence.

Available in PDF, EPUB and Kindle. Book excerpt: Manthia Diawara provides an insider's account of the history and current status of African cinema. African Cinema: Politics and Culture is the first extended study in English of Sub-Saharan cinema. Employing an interdisciplinary approach which draws on history, political science, economics, and cultural studies, Diawara discusses such issues as film production and distribution, and film aesthetics from the colonial period to the present. The book traces the growth of African cinema through the efforts of pioneer filmmakers such as Paulin Soumanou Vieyra, Oumarou Ganda, Jean-René Débrix, Jean Rouch, and Ousmane Sembène, the Pan-African Filmmakers' Organization (FEPACI), and the Ougadougou Pan-African Film Festival (FESPACO). Diwara focuses on the production and distribution histories of key films such as Ousmane Sembène's Black Girl and Mandabi (1968) and Souleymane Cissé's Fine (1982). He also examines the role of missionary films in Africa, Débrix's ideas concerning 'magic, ' the links between Yoruba theater and Nigerian cinema, and the parallels between Hindu mythologicals in India and the Yoruba-theater - inflected films in Nigeria. Diawara also looks at film and nationalism, film and popular culture, and the importance of FESPACO. African Cinema: Politics and Culture makes a major contribution to the expanding discussion of Eurocentrism, the canon, and multi-culturalism.

Available in PDF, EPUB and Kindle. Book excerpt: Over the 20th century, Morocco has become one of the world’s major emigration countries. But since 2000, growing immigration and settlement of migrants from sub-Saharan Africa, the Middle East, and Europe confronts Morocco with an entirely new set of social, cultural, political and legal issues. This book explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with shifting migratory realities. The authors of this collective volume embark on a dialogue between theory and empirical research, showcasing how contemporary migration theories help understanding recent trends in Moroccan migration, and, vice-versa, how the specific Moroccan case enriches migration theory. This perspective helps to overcome the still predominant Western-centric research view that artificially divide the world into ‘receiving’ and ‘sending’ countries and largely disregards the dynamics of and experiences with migration in countries in the Global South. This book was previously published as a special issue of The Journal of North African Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Dozens of books about Wikipedia are available, but they all focus on the English Wikipedia and assume an Anglo-Saxon perspective, while disregarding cultural and language variability or multi-cultural collaborative efforts. They address the impact of Wikipedia on society, processes of mass knowledge production, and the dynamics of the Wikipedia community. However, none of them focus on Wikipedia’s global features. This lack of attention presents a serious problem because more than 80% of Wikipedia articles are written in languages other than English---in fact, Wikipedia includes articles in 285 languages. Global Wikipedia: International and Cross-Cultural Issues in Online Collaboration is the first book to address this gap by focusing attention on the global, multilingual, and multicultural aspects of Wikipedia. The editors showcase research on Wikipedia, exploring a wide range of international and cross-cultural issues. Online global collaboration, coordination, and conflict management are examined in this rich socio technical environment. Special emphases include International and cross-cultural collaboration; Intercultural synergy on Wikimedia; Conflict and collaboration in editing international entries; Case studies of Chinese, Finnish, French, and Greek Wikipedias; and, Cross-cultural studies that compare more than one Wikipedia, focusing on content, structures, policies, contributions, interactions, processes, motivations, and challenges.

Available in PDF, EPUB and Kindle. Book excerpt: In analyzing the obstacles to democratization in post- independence Africa, Mahmood Mamdani offers a bold, insightful account of colonialism's legacy--a bifurcated power that mediated racial domination through tribally organized local authorities, reproducing racial identity in citizens and ethnic identity in subjects. Many writers have understood colonial rule as either "direct" (French) or "indirect" (British), with a third variant--apartheid--as exceptional. This benign terminology, Mamdani shows, masks the fact that these were actually variants of a despotism. While direct rule denied rights to subjects on racial grounds, indirect rule incorporated them into a "customary" mode of rule, with state-appointed Native Authorities defining custom. By tapping authoritarian possibilities in culture, and by giving culture an authoritarian bent, indirect rule (decentralized despotism) set the pace for Africa; the French followed suit by changing from direct to indirect administration, while apartheid emerged relatively later. Apartheid, Mamdani shows, was actually the generic form of the colonial state in Africa. Through case studies of rural (Uganda) and urban (South Africa) resistance movements, we learn how these institutional features fragment resistance and how states tend to play off reform in one sector against repression in the other. The result is a groundbreaking reassessment of colonial rule in Africa and its enduring aftereffects. Reforming a power that institutionally enforces tension between town and country, and between ethnicities, is the key challenge for anyone interested in democratic reform in Africa.

Book excerpt: This volume contains electoral studies of multiparty politics in 14 African countries during the 1990s. Most are about national elections in Anglophone Africa. There are also less well-known examples from Sudan, Ethiopia and Guinea Bissau. The collection also features studies of the local elections in Namibia and of a significant by-election in Malawi. The multiparty period had been put, wherever possible, within the historical context of earlier elections in Africa. Questions addressed include: how did incumbent governing regimes learn to live with multiparty politics? Why have some elections been so closely fought and others have suffered from apathy? Why has there been relatively open political expression and activity when the elections have increased the political and economic manipulation by incumbent governments? Why have the elections of the 1990s been so marked by local and ethnic variations? To what extent did this wave of democracy result from pressure from donor countries?
