Avec ses soixante-sept millions d’habitants et un taux de croissance démographique des plus élevés du monde, elle a un immense défi à relever : développer durablement son territoire pour le bien-être général de sa population dont plus de la moitié a moins de vingt ans. L’éducation, en particulier l’enseignement supérieur et universitaire, est une variable-clé de ce développement. Le budget prévisionnel 2011 de l’éducation, l’une des cinq priorités déclarées, ne représentait que 3 % du budget national congolais. Au niveau de l’exécution, il a dépassé à peine 1 %. Toutefois, il convient de noter que, dans le cadre du premier quinquennat du Président Joseph Kabila, le programme de réhabilitation et de construction des infrastructures des établissements d’enseignement supérieur et universitaire a connu un vrai début d’exécution, notamment aux Universités de Kindu, de Kisangani, de Lubumbashi et de Kinshasa. La RDC est un pays où l’on croit trop que légiférer suffit à résoudre des problèmes. Ce dont la patrie de Lumumba a besoin, c’est de l’application des textes adoptés et promulgués. L’ensemble des contributions de ce volume rappelle fort heureusement cette réalité, d’abord dans une démarche sociohistorique qui tire des leçons des réformes passées, puis dans une approche empirique qui examine les perceptions et pratiques actuelles, enfin dans une approche prospective qui explore les modalités d’une action volontaire dont, au final, l’effort sera payant pour le pays. Alphonse Maindo M. Ngonga, docteur en science politique de la Sorbonne, est professeur de science politique et directeur du Centre de recherches politiques et sociales d’Afrique Noire/CEREPSAN à l’Université de Kisangani. Pascal Kapagama Ikando est docteur en sociologie de l’Université de Laval. Il est professeur au département de sociologie de la faculté de sciences sociales, administratives et politiques à l’Université de Kinshasa. Linguists have found that this propensity can shed light on the nature and structure of language, and there are many studies which attempt to harness the potential of natural chunking.This book explores the role of chunking in the description of discourse, especially spoken discourse. It appears that chunking offers a sound but flexible platform on which can be built a descriptive model which is more open and comprehensive than more familiar approaches to structural description. The model remains linear, in that it avoids hierarchies, and it concentrates on the combinatorial patterns of text. The linear approach turns out to have many advantages, bringing together under one descriptive method a wide variety of different styles of speech and writing. It is complementary to established grammars, but it raises pertinent questions about many of their assumptions.
