In the downwards-upwards direction, the concept of sovereignty is critically revised from the perspective of new and alternative means of payment, thanks to the growth of e-commerce and mobile commerce and new complementary currency projects. The European Union is a feasible institutional context in which to investigate the development of the governance of money. Indeed, the EU, considered as a “unique economic and political partnership”, has not laid down a clear-cut definition of money, but the Member States have been carrying on a varying transfer of sovereignty and, in particular, of monetary sovereignty. This book examines money as a means of payment and a reserve of value within the framework of the European Union, with particular attention to community-based currencies. Going beyond the existing literature, Federico Fabbrini's book takes a broad look and examines how the crisis and its aftermath have changed relations of power in the EU, disaggregating three different dimensions: (1) the vertical relations of power between the member states and the EU institutions, (2) the relations of power between the political branches and the courts, and (3) the horizontal relations of power between the EU member states themselves. The first part of the book argues that, in the aftermath of the Euro-crisis, power has been shifting along each of these axes in paradoxical ways. In particular, through a comparison of the United States, Fabbrini reveals that the EU is nowadays characterized by a high degree of centralization in budgetary affairs, an unprecedented level of judicialization of economic questions, and a growing imbalance between the member states in the governance of fiscal matters. As the book makes clear, however, each of these dynamics is a cause for concern - as it calls into question important constitutional values for the EU, such as the autonomy of the member states in taking decision about taxing and spending, the preeminence of the political process in settling economic matters, and the balance between state power and state equality. The second part of the book, therefore, devises possible options for future legal and institutional developments in the EU which may revert these paradoxical trends. In particular, Fabbrini considers the ideas of raising a fiscal capacitiy, restoring the centrality of the EU legislative process, and reforming the EU executive power, and discusses the challenges that accompany any further step towards a deeper Economic and Monetary Union.

Book excerpt: The personalization of politics, whereby politicians increasingly become the main focus of political processes, is a prominent phenomenon in modern democracies that has received considerable scholarly attention in national politics. However, little is known about the scope, causes and consequences of personalization in European Union politics, although recent institutional and political developments suggest that such a trend is underway. This book sheds light onto this phenomenon by taking a comprehensive approach to understanding four key dimensions of personalization concerning institutions, media, politics, and citizens. In doing so, it relies on an innovative longitudinal and cross-country comparative research design and applies multiple methods. It argues that institutional personalization is a necessary but not sufficient pre-condition for media to increasingly report about individual politicians. It shows that media personalization fluctuates across country and over time, while Members of the European Parliament increasingly engage in personalized legislative and communicative behaviour. These developments are conditional upon domestic media and electoral systems and have limited effects on citizen attitudes and political awareness. The book concludes that as additional political actors gain formal individual responsibilities, European Union politics also becomes more complex to disentangle. Ultimately, institutions provide more effective cues than individual politicians both for media to inform citizens about European Union politics and for the latter to acquire information that may help them understand and evaluate European Union politics. These findings have important implications for the future of personalized politics in the European Union.
