The system is a computer controlled anemometer mesonetwork used to detect near-surface wind discontinuities associated with strong thunderstorms and cold fronts -- those that are potentially hazardous to low-flying aircraft. The test and evaluation was conducted at seven major airports in the United States. This report discusses the principal meteorological events that will trigger alarms, the system hardware and software, and characteristics of the system that are unique to each airport. Heavy emphasis is placed on the proper siting of anemometry which was found to be the most important factor influencing high quality system performance. The siting criteria enumerated should serve as a model for future installations. Deviations from the model will severely impact system performance. The origin and justification for the vector difference threshold is discussed as well as LLWSAS by-products: wind gust determination and special displays for Terminal Radar Approach Control Facility (TRACON) rooms.

Enhancements included a 12th remote station for gathering wind data, a more sophisticated wind shear microburst detection (WSMD) algorithm, Digital Equipment Corporation (DEC) PDP 11-73 computer, a DEC VT-240 Cathode Ray tube (CRT) Display, and an LLWAS message display format, the latter two for local controller use in the air traffic control (ATC) tower cab. This report discusses the methodology and dual scientific analyses carried out, and provides detailed results with conclusions and recommendations. Based on the conclusions, it was recommended that the WSMD algorithm remain as an operational constituent if the Denver LLWAS and that human factors considerations be further explored in improving the controller LLWAS interface.

Book excerpt: The Low Level Wind shear Alert System (LLWAS) is an anemometer-based surface network used for detection of hazardous wind shear and acquisition of operational wind information in the airport terminal area. The quality of wind data provided by the LLWAS anemometers is important for the proper performance of the LLWAS wind shear detection algorithms. This report describes the development of an automated method for anemometer data quality analysis (DQA). This method identifies potential data quality problems through comparison of wind data from each sensor within a network to the mean wind speed and direction of the entire network. The design approach and implementation are described, and results from testing using data from the demonstration Phase III LLWAS network in Orlando, FL are reported. Potential improvements to the automated DQA algorithm are presented based on experience gained during analysis of the Orlando data. These recommended improvements are provided to assist future development and refinement of the DQA methodology to he performed by the FAA technical Center.
