Book excerpt: The Regional Seminar on Local Governments and Indigenous Peoples was organized because of the common interest and joint effort by the United Nations Development Programme (UNDP) Mexico, the UNDP Democratic Governance Practice Area of the Regional Bureau for Latin America and the Caribbean, the UNDP Regional Service Centre in Panama and UNDP's Bureau for Development Policies (BDP/DGG). The objective was to make better known the various initiatives in the region on issues concerning local governments and indigenous peoples. The seminar offered an opportunity to know, share and systematize lessons learned, progress made, obstacles encountered, and initiatives proposed in the region. In Latin America reflection about democracy and local governance has a central place. This is a key reason to strengthen channels for reflection and provide spaces where different local realities can be discussed. Doing so will give more elements to tackle the region's historic challenges in national settings that are marked by a distancing between citizens and politics and its actors. It will also enable us to confront the emergence or intensification of social phenomena that impede human development due to marginalization, inequality, discrimination, insecurity and increasing violence.

Cycles of crisis and reform, of conflict and change, have marked Mexico’s modern history. The final decades of the eighteenth, nineteenth, and twentieth centuries each brought efforts to integrate Mexico into globalizing economies, pressures on the country’s diverse peoples, and attempts at reform. The crises of the late eighteenth century and the late nineteenth led to revolutionary mobilizations and violent regime changes. The wars for independence that began in 1810 triggered conflicts that endured for decades; the national revolution that began in 1910 shaped Mexico for most of the twentieth century. In 2000, the PRI, which had ruled for more than seventy years, was defeated in an election some hailed as “revolution by ballot.” Mexico now struggles with the legacies of a late-twentieth-century crisis defined by accelerating globalization and the breakdown of an authoritarian regime that was increasingly unresponsive to historic mandates and popular demands. Leading Mexicanists—historians and social scientists from Mexico, the United States, and Europe—examine the three fin-de-siècle eras of crisis. They focus on the role of the country’s communities in advocating change from the eighteenth century to the present. They compare Mexico’s revolutions of 1810 and 1910 and consider whether there might be a twenty-first-century recurrence or whether a globalizing, urbanizing, and democratizing world has so changed Mexico that revolution is improbable. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.
