Book excerpt: Since the 1980s, neoliberals have openly contested the idea that the state should protect the socio-economic well-being of its citizens, making ‘privatization’ their mantra. Yet, as historians and social scientists have shown, welfare has always been a ‘mixed economy’, wherein private and public actors dynamically interacted, collaborating or competing with each other in the provision of welfare services. This book will be of interest to students, scholars and practitioners of welfare by developing three innovative approaches. Firstly, it illuminates the productive nature of public/private entanglements. Far from amounting to a zero-sum game, the interactions between the two sectors have changed over time what welfare encompasses, its contents and targets, often engendering the creation of new fields of intervention. Secondly, this book departs from a well-established tradition of comparison between Western nation-states by using and mixing various scales of analysis (local, national, international and global) and by covering case studies from Spain to Poland and France to Greece in the nineteenth and twentieth centuries. Thirdly, this book goes beyond state centrism in welfare studies by bringing back a host of public and private actors, from municipalities to international organizations, from older charities to modern NGOs. Book excerpt: Desde la década de 1990, los discursos globales sobre los derechos de participación de los niños/as y su ciudadanía, al amparo de la UNCRC de 1989, han sido utilizados como herramienta y marco de referencia de gran parte de las políticas gubernamentales para la infancia, de iniciativas de ONGs y del interés académico por los niños/as. Estos discursos afirman que los niños son ciudadanos, actores sociales (políticos) y sujetos participativos y capaces. No obstante, los derechos de participación de los niños y su ciudadanía son practicados e implementados en diferentes contextos nacionales y locales. De hecho, se encuentran limitados o facilitados por estructuras y tradiciones políticas, económicas, sociales y culturales, las cuales determinan el significado de la ciudadanía (de los niños) en cada contexto, cómo la infancia es construida por los adultos y las instituciones y también la forma en que los niños viven y experiencian estas políticas y construcciones. Es más, la forma en que los derechos de participación de los niños y su ciudadanía son garantizados depende de cómo estos se enfatizan en cada contexto o entran en conflicto con otros principios y derechos como los de protección. La presente investigación analiza en profundidad la cuestión de la ciudadanía de los niños/as y sus derechos en el contexto de la protección social a la infancia y la adolescencia, tomando como referente empírico el sistema español y madrileño de protección. Para ello, a nivel teórico, esta investigación comienza por realizar una revisión en profundidad de las principales aportaciones de la sociología de la infancia y de las teorías contemporáneas sobre la ciudadanía de los niños a la cuestión señalada.
