La tesis central es que, si bien este nuevo régimen implica ciertas ventajas para los países en desarrollo, el impacto de la apertura depende del grado de desarrollo y de preparación de cada país para asumir el riesgo de someter a su industria y comercio nacionales a la competencia extranjera, al igual que de su capacidad para acceder a los mercados mundiales y para superar la volatilidad del flujo de capitales privados, que tienden a entrampar a los países receptores en el círculo vicioso de la deuda. Martin Khor es director de la Red del Tercer Mundo. Economista por la Universidad de Cambridge, ha sido catedrático de Economía en la Universidad de Ciencias de Malasia y es autor de libros y artículos sobre comercio, desarrollo y ambiente. Es miembro del South Centre y del International Forum on Globalization, y fue vicepresidente del Grupo de Expertos en Derecho al Desarrollo de la Comisión de Derechos Humanos de la ONU.
