Book excerpt: En el marco de la terminación de los actuales contratos de concesión de las fases I y II del componente troncal del sistema TransMilenio y la implementación de los nuevos contratos de concesión asociados a estas fases, este proyecto de grado sugiere acciones desde la gestión de riesgos para garantizar la continuidad en la prestación del servicio en el desarrollo del proyecto. Así las cosas, el proyecto de implementación de los nuevos contratos de concesión tiene cronogramas de llegada de Flota de los cuáles depende garantizar la continuidad en la prestación del servicio teniendo en cuenta que estos cronogramas fueron establecidos de acuerdo con la terminación de los actuales contratos. En ese sentido, de la llegada de la nueva flota en los tiempos establecidos por TRANSMILENIO S.A. dependerá que se de una transición gradual y sin trastornos en la operación que redunde en la no materialización de contingencias para el Sistema. Este proyecto de grado sugiere una hoja de ruta para la ejecución de algunas acciones que podrían reducir la materialización de eventos que afecten las actividades que se deben desarrollar para la entrada de la flota nueva. Esta hoja de ruta se ha desarrollado a partir de los resultados del proyecto de grado complementario, que se presenta como anexo a este documento, en el que se realizó una modelación de eventos discretos del proceso de implementación de los nuevos contratos de concesión para el lote de flota que debe entrar en operación más pronto. Este es un lote de 336 buses discriminado en 202 biarticulados y 134 articulados. Conforme con los resultados obtenidos, este proyecto de grado está dividido en tres partes: (i) marco teórico de la gestión del riesgo, (ii) la coyuntura actual del Sistema TransMilenio y (iii) una sugerencia de metodología de gestión del riesgo para las actividades enmarcadas en la implementación de la entrada en operación de la nueva flota. Como resultado de este proyecto de grado, se establecen las conclusiones y sugerencias para la entidad en cuanto a algunas acciones que podría realizar para reducir la probabilidad de retrazos en la entrada en operación de la nueva flota.

Este modelo tiene en cuenta las interacciones entre las actividades, así como los tiempos de ejecución y los recursos asociados a estas actividades. Esta investigación tiene como fin entender el comportamiento de los procesos, definir cuáles son los que generan mayor afectación en el Modelo a través de análisis de sensibilidad de variables como tiempo y recursos, y definir escenarios donde se combinen los análisis de sensibilidad propuestos para así cuantificar la afectación en cuanto a la duración global del modelo.

Book excerpt: Given that privacy of the doctor-patient relationship is at the heart of good health care, and that the electronic health record (EHR) is at the heart of good eHealth practice, the question arises: Is privacy legislation at the heart of the EHR? The second global survey on eHealth conducted by the Global Observatory for eHealth (GOe) set out to answer that question by investigating the extent to which the legal frameworks in the Member States of the World Health Organization (WHO) address the need to protect patient privacy in EHRs as health care systems move towards leveraging the power of EHRs to deliver safer, more efficient, and more accessible health care. The survey began with a question on the existence of generic privacy legislation followed by questions to establish if specific rules had been adopted to address privacy in EHRs. A series of questions followed pertaining to the way in which privacy is addressed in transmittable EHRs and patients rights to access, correct, and control the use of the EHR. The investigation ended by broaching the issue of privacy protection in secondary uses of data contained in EHRs, such as for international research purposes. In the present report the analysis of the survey responses is preceded by an overview of the ethical and legal roots of privacy protection. Focusing on the ethical concepts of autonomy, beneficence, and justice, the report reminds the reader of the early recognition of the duty of privacy in the Hippocratic Oath and goes on to consider how that is reflected in international binding legislation such as the United Nations Declaration on Human Rights and the European Union Data Protection Directive, as well as non-binding international codes of practice. The ability to make wide use of EHRs and other eHealth tools will become increasingly important in both developed and developing countries. In the former, EHRs and related eHealth tools will play a key role of providing health care to ageing populations in which social care and health care need to be much more closely connected and where capacity demands will require that care is delivered outside traditional settings such as hospitals. The protection of privacy will also be a significant issue in supporting the changing nature of health care in developing countries, in which mobile eHealth solutions are emerging as an integral part of the health care infrastructure, as demonstrated in the publication mHealth: new horizons for health through mobile technologies.
