Les déficits des balances de paiement s'accumulent et l'endettement mondial prend des proportions inquiétantes, en dépit d'un flottement, devenu presque général, des changes. Les monnaies se déprécient les unes après les autres. Désormais, la vraie dimension de l'inflation est internationale. Pour expliquer cet enchaînement, Bernard Schmitt propose une analyse précise et complète, qui s'attache à rechercher les causes profondes du phénomène. Il démontre que l'or, et les différentes monnaies de crédit, qu'elles soient nationales ou internationales, successivement ou conjointement utilisées pour financer les soldes extérieurs, ne possèdent en réalité aucun pouvoir d'achat sur le marché international. Tout au contraire, le recours à elles dans les transactions internationales entraîne de faux paiements qui sont à l'origine de l'inflation mondiale. Il en résulte que la solution des troubles actuels ne peut, en aucun cas, être trouvée dans le retour à l'or, ou dans une quelconque redéfinition des monnaies-clé (étalon-dollar, étalon-mark, etc.). Mais le livre du Pr Schmitt ne se contente pas de condamner sans appel les subterfuges et les faux remèdes. Il propose en conclusion le mécanisme de création d'une véritable monnaie internationale, sur une base à la fois plus large et beaucoup plus simple que les actuels droits de tirages spéciaux (D.T.S.). Seule cette monnaie internationale serait susceptible de garantir la valeur et, par conséquent, le pouvoir d'achat international des différentes monnaies nationales. C'est pourquoi elle fournit en définitive, aux yeux de l'auteur, le meilleur gage pour le maintien des souverainetés nationales.
