Book excerpt: The existing nuclear fleet remains the largest low-carbon source of electricity generation in OECD countries. In 2021 the average nuclear power plant had already been operating for 31 years and some 30% of reactors worldwide were already operating under long-term operation conditions. The long-term operation of this existing nuclear capacity will be essential over the next decade to keep decarbonisation targets within reach. At the same time, by keeping the long-term-operation option open, countries could also reap a wide-range of socio-economic benefits including more affordable and secure electricity supply. Nevertheless, an increasing number of reactors are being shut down earlier than expected due to policy decisions and increasing market pressures in some regions. In light of these trends, this study takes a holistic approach to identifying the key enablers for long-term operation of nuclear power plants. The attractiveness of long-term operation lies in its technical maturity, cost-competiveness and ease of implementation: it is a high-value option to support the energy transition while minimising potential risks along the way.

Book excerpt: When nuclear power plants reach the end of their nominal design life, they undergo a special safety review and an ageing assessment of their essential structures, systems and components for the purpose of validating or renewing their licence to operate for terms beyond the service period originally intended. Three different plant life management models have been used to qualify these nuclear power plants to operate beyond their original design life. This publication presents a collection of sample licensing practices for long term operation among IAEA Member States. The various plant life management models used to obtain long term operation authorizations are described and comparisons drawn against the standard periodic safety review model. Lessons learned and warnings about possible complications and pitfalls are also described to minimize the licensing risk during operation and future long term operation applications. The main intention of this publication is to support nuclear power plant owners and operators planning an extension of plant operation beyond its original design life, but it also serves as a useful guide for those interested in procuring, from the beginning, the necessary tools to implement ageing management in their future plant with long term operation in mind.

Book excerpt: The Dangers of Using Nuclear Power to Combat Global Climate Change. How much will nuclear energy cost relative to other means of getting rid of carbon dioxide emissions? What will be the risks of catastrophic accidents if we build reactors at the rate of one a week or more, cookie-cutter style, around the world? What about the risks of proliferation and terrorist attacks and nuclear waste? This is THE book providing a meticulously researched analysis of the risks of using nuclear energy to combat global warming. Were there no alternative, the severity of the threat facing humankind and other species from global climate change might warrant serious consideration of the risks of nuclear energy. But as Insurmountable Risks convincingly shows, there are far safer economical alternatives. A perfect factia; companion to the nuclear power debate at the heart of the 2008 Presidential campaign.

Energy demands due to economic growth and increasing population must be satisfied in a sustainable manner assuring inherent safety, efficiency and no or minimized environmental impact. These considerations are among the reasons that lead to serious interest in deploying nuclear power as a sustainable energy source. At the same time, catastrophic earthquake and tsunami events in Japan resulted in the nuclear accident that forced us to rethink our approach to nuclear safety, design requirements and facilitated growing interests in advanced nuclear energy systems. This book is one in a series of books on nuclear power published by InTech. It consists of six major sections housing twenty chapters on topics from the key subject areas pertinent to successful development, deployment and operation of nuclear power systems worldwide. The book targets everyone as its potential readership groups - students, researchers and practitioners - who are interested to learn about nuclear power.

Book excerpt: Refurbishment and long-term operation (LTO) of existing nuclear power plants (NPPs) today are crucial to the competitiveness of the nuclear industry in OECD countries as existing nuclear power plants produce baseload power at a reliable cost. A number of nuclear power plants, most notably 73 units in the United States (up to 2012), have been granted lifetime extensions of up to 60 years, a development that is being keenly watched in other OECD countries. In many of these (e.g. France, Switzerland), there is no legal end to the operating licence, but continued operation is based on the outcomes of periodic safety reviews. This study analyses technical and economic data on the upgrade and lifetime extension experience in OECD countries. A multi-criteria assessment methodology is used considering various factors and parameters reflecting current and future financial conditions of operation, political and regulatory risks, the state of the plants' equipment and the general role of nuclear power in the country's energy policy. The report shows that long-term operation of nuclear power plants has significant economic advantages for most utilities envisaging LTO programmes. In most cases, the continued operation of NPPs for at least ten more years is profitable even taking into account the additional costs of post-Fukushima modifications, and remains cost-effective compared to alternative replacement sources.

Book excerpt: As the world’s energy sources continue to develop, with less reliance on traditional fossil fuels and more reliance on cleaner, more efficient, alternative energy sources, nuclear power continues to be a dividing point for many people. Some believe it is the answer to our energy problems for the future, while others warn of the risks. Written by a retired scientist who spent most of his career at the Idaho National Laboratory (INL), this book aims to delve into the issues surrounding nuclear power and dispel its myths, while building an argument for why the United States should develop a nuclear power plan for the future. As a “whistleblower,” the author spent much of the last ten years of his career at the INL raising concerns about how its mission of serving as the Department of Energy’s lead laboratory in radioactive waste management was not being properly managed. While the United States continues to tread water on the issue of nuclear energy, the author believes that a nuclear “renaissance” is not only possible but is necessary for meeting the world’s growing demand for energy, especially clean energy. With fossil fuels slowly dying out and renewable energy sources not able to handle the demand for a continuously growing energy-consuming public, nuclear is an obvious solution. This book is a must-have for any engineer working in nuclear power, students hoping to go into that industry, and other engineers and scientists interested in the subject. This book is both “technical” and “political” because they’re equally important in determining what actually happens in institutions dealing with technical problems.

Book excerpt: In recent decades, the number of IAEA Member States planning to extend the operation of their nuclear power plants (NPPs) beyond the time frame originally anticipated has steadily increased. These decisions have been influenced by the significant economic advantages offered by the long term operation (LTO) of existing NPPs. This Safety Report complements IAEA Safety Standards Series Nos SSR-2/2 (Rev. 1), Safety of Nuclear Power Plants: Commissioning and Operation, and SSG-48, Ageing Management and Development of a Programme for Long Term Operation of Nuclear Power Plants. It provides information on selected topics from the latter, and specifically, it addresses data collection and record keeping, scope setting for structures, systems and components, plant programmes, corrective action programmes, and documentation of ageing management and LTO assessment. The publication focuses on NPPs throughout their lifetime, including operation beyond the time frame originally established for their operation and decommissioning, while considering the different reactor designs that exist around the world. It is also relevant for facilities for spent fuel storage and radioactive waste management at NPPs. It may also be used as a basis for managing the ageing of other nuclear installations and for radioactive waste management facilities. This Safety Report is intended to provide information for operating organizations but may be also used by regulatory bodies.

Available in PDF, EPUB and Kindle. Book excerpt: In Keeping the Lights On at America's Nuclear Power Plants, Jeremy Carl and David Fedor discuss the decline of American nuclear power in light of major economic, technological and political challenges. They show how high costs, low public support, and popular clean energy trends threaten America's near- and long-term nuclear viability. American nuclear power plants are closing at a historically unprecedented pace, and there's little evidence of public or political will to stop the bleeding. Recognizing the nuclear industry's flaws, the authors argue that nuclear energy is widely misunderstood. They discuss the nuclear industry's failure to capture the public's attention and imagination, and survey the new national conversation about America's renewable energy future -- a conversation that does not include nuclear. For all these challenges, the authors argue that permanently opting out of the nuclear enterprise would be a mistake. Making the case for continued nuclear investment, they show how "keeping the lights on" at America's nuclear plants can bolster American technology leadership, security, and commitment to curbing carbon emissions. They offer a menu of policy options designed to spur meaningful action at state and federal levels, to change the industry's status quo, and to reintroduce nuclear to America's energy conversation.

Book excerpt: The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.
