This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.

However, a more fundamental problem is that cruise missiles are carried by platforms--ships, submarines, and bombers--that have many important roles, mostly unrelated to nuclear capabilities, that are the subject of strategic nuclear arms control. This report examines options for controlling both air- and sea-launched cruise missiles within strategic arms control treaties. It assesses these options by the extent to which they provide easily verifiable limits on nuclear cruise missiles, allow substantial deployments of conventional cruise missiles, and avoid operational restrictions on conventional military forces.

Book excerpt: This Note addresses near-term development issues for an emerging class of weapons--long-range conventional missiles (LRCMs), defined as missiles capable of attacking targets with conventional (nonnuclear) munitions at ranges in excess of 500 kilometers. The author identifies useful roles for the LRCM and determines that technologies beyond those of the Tomahawk are both necessary and available. He recommends that the Navy focus its near-term development on an upgraded Tomahawk Block IV, while the Air Force moves toward a new LRCM design. He finds that LRCMs are fiscally affordable, and arms control regimes are being developed that address their political costs. However, institutional concerns may be the major stumbling block to LRCM development. Data and support systems needed for operating LRCMs are not currently available and will require institutional changes in the services and the intelligence community. The author makes recommendations for future technology and support policy decisions.

Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania--an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. These features enable such missiles to penetrate most missile defenses and to further compress the timelines for a response by a nation under attack. Hypersonic missiles are being developed by the United States, Russia, and China. Their proliferation beyond these three could result in other powers setting their strategic forces on hair-trigger states of readiness. And such proliferation could enable other powers to more credibly threaten attacks on major powers. The diffusion of hypersonic technology is under way in Europe, Japan, Australia, and India--with other nations beginning to explore such technology. Proliferation could cross multiple borders if hypersonic technology is offered on world markets. There is probably less than a decade available to substantially hinder the potential proliferation of hypersonic missiles and associated technologies. To this end, the report recommends that (1) the United States, Russia, and China should agree not to export complete hypersonic missile systems or their major components and (2) the broader international community should establish controls on a wider range of hypersonic missile hardware and technology.

Research and development work on the program has been underway for several years, and advance procurement (AP) funding for the program began in FY2017. The Navy's proposed FY2020 budget requests $1,698.9 million in advance procurement (AP) funding and $533.1 million in research and development funding for the program. The Navy's FY2020 budget submission estimates the total procurement cost of the 12-ship class at $109.0 billion in then-year dollars. An April 2018 Government Accountability Office (GAO) report assessing selected major DOD weapon acquisition programs stated that the estimated total acquisition cost of the Columbia-class program is $102,075.3 million (about $102.1 billion) in constant FY2018 dollars, including $12,901.0 million (about $12.9 billion) in research and development costs and $89,174.3 million (about $89.2 billion) in procurement costs.
