Book excerpt: EUROTRAC is the EUREKA environmental project studying the transport and chemical transformation of pollutants in the troposphere over Europe. At its inception in 1988 it had three aims: * to increase the basic understanding of atmospheric science; * to promote the technological development of sensitive, specific, fast-response instrumentation for environmental research and monitoring; and * to improve the scientific basis for taking future political decisions on environmental management within Europe. It was clear at an early stage, as the fourteen subprojects were formed and more than two hundred research groups in twenty-four countries were incorporated, that the first aim would readily be achieved. An ample demonstration that the early indications were correct is provided in the other volumes in this series which describe the scientific progress made. Substantial progress was also made towards achieving the second aim although some problems were encountered, mainly due to the high cost of the technological development required.

This was particularly evident by the increasing number of participants attending the NATO/CCMS International Technical Meetings on Air Pollution modelling and its Application. At the last meeting 118 papers and posters were selected from an abundance of submitted abstracts divided over five modelling topics: (i) model assessment and verification, including policy applications, (ii) air pollution modelling in coastal areas with emphasis on the mediterranean region, (iii) accidental atmospheric releases, including warning systems and regulations, (iv) modelling of global and long-range transport and (v) new developments in turbulent diffusion. A round-table discussion chaired by John Irwin (USA) and Jan Kretzschmar (Belgium) on the harmonization of air pollution models was attended by more than 50 scientists and is reported in these proceedings. The opening paper addressed the main issue of this conference: modelling over complex terrain. Of particular interest were coastal areas where the surface inhomogeneities introduce small-scale circulation and varying atmospheric stability, often combined with a complex topography. As the conference was located on the beautiful island of Crete, problems faced by the host nation, particularly Athens and its environs were obvious examples for consideration. These together with other regions with similar geographical features were addressed. Heavily populated and industrialized as they often are, air quality is generally poor there and emission regulations are desired. Obviously, a major task of air pollution dispersion modelling is to assist policy makers in formulating sensible regulations.

Although a numberĀ· of measures have been implemented that will achieve a further reduction of precursor emissions in the next years, this will not be sufficient to reduce the ozone concentration to levels below thresholds set up to protect human health and plants. Thus, further reductions of emissions of volatile organic compounds and nitrogen oxides are necessary. However, with regard to the increasing costs associated with increasing emission reduction, it is essential to implement abatement strategies, that are effective, i.e. achieving the environmental aim set up, and efficient, i. e. doing this with the least costs possible. In this book, the authors describe the features and the application of a methodology and a model system to identify effective and efficient strategies to reduce ambient concentrations of tropospheric ozone to comply with thresholds set up to protect human health, agricultural crops and ecosystems. Furthermore, macroeconomic impacts of such strategies are addressed and, as burden and benefits of these strategies are not equally distributed between countries, different burden sharing schemes are discussed. The content of this book is based on results of a comprehensive research project, the project INFOS (assessment of policy instruments for efficient ozone abatement strategies in Europe), funded by the European Commission (Directorate General XII) under the Fourth Framework Programme for research, technological development and demonstration activities.
