Book excerpt: Improving the competitiveness of Kazakhstan as a transport logistics centre at the crossroads of Europe and Asia could enable the country to unlock significant untapped benefits of growing cargo flows between the two continents. This study identifies the transport infrastructure and services available in Kazakhstan, reviews the country's extensive recent and future transport investments, and sets out recommendations to ensure its transport network is ready to harness the growth in inland transport from rising East-West trade, particularly in the context of the Belt and Road Initiative, within which Kazakhstan could occupy a strategic geographical position. To further capitalize on Kazakhstan's pivotal role in Euro-Asian transport logistics, this study also presents the benefits of adhering to and implementing the full spectrum of UN Transport Conventions and Legal Instruments administered by UNECE, and through its continued participation in UNECE initiatives such as the Euro-Asian Transport Links project. The study also highlights strengthening the harmonization of legislation as one of the most important conditions for the development of the transport infrastructure of Kazakhstan and the broader region, of which Kazakhstan is a member.

Relying on oil and gas alone, however, will not produce the long-run level of growth needed to meet this potential. Reforms geared to improve the business climate, enhance competitiveness, and increase private sector participation are essential. This book examines reforms to accelerate economic diversification in the country. This involves not only modernizing and using public resources in agriculture more efficiently to increase productivity, but also transitioning of manufacturing toward high-potential exports to help the country’s industrial development and create employment opportunities. Upgrading innovation of oilfield services and improving transport and logistics are important to increase participation in the global value chains.

Available in PDF, EPUB and Kindle. Book excerpt: This book discusses Kazakhstan’s transitioning trajectory to a market economy since it declared its independence from the Soviet Union in 1991.. It analyses the evolution of key policy areas and sectors through the lens of policy development and implementation, and evaluates their suitability in pursuing the country’s strategic objectives. Topics include policy initiatives for economic development, new policy paradigms in public service delivery and infrastructure improvement, and water-energy-food (WEF) nexus thinking in governing the WEF sectors. The book argues that policies developed in the 1990s and 2000s have so far served the nation’s needs. Nevertheless, as Kazakhstan seeks to achieve a competitive edge worldwide, many of these policies would require adjustment, or a paradigm shift. Providing a unique outlook on policy and governance, this book will appeal to scholars, students, and practitioners involved with Kazakhstan and Central Asia and interested in the transformation of ex-Soviet nations, their policy, and sustainable development.

Book excerpt: Countries situated mainly between China and the European Union are currently participating in a race to develop their transport, trade and logistics infrastructure to attract at least one of the threads of Silk Road that will carry goods and people across Eurasia. It is believed that development of the Europe-South Caucasus-Asia transport, trade and logistics infrastructure will reduce the cost of production and services, which are important to raise competitiveness and social well-being. Although the Europe-South Caucasus-Asia transport route is a shortcut way between the two continents, the soft and hard infrastructure along this way is not enough developed to meet the emerging demand for goods and passenger turnover. Huge investments required for the development of these routes could be invested by development banks (WB, EBRD, EIB, ADB, AIIB, IDB, BSTDB, ECO bank, and so on), governments and private sector. Different types of infrastructure financing models, including public private partnerships, for the upgrading of relevant infrastructure are options on the table to discuss further. Moreover, harmonization of standards, reducing procedures, electronisation of facilities and co-ordination of activities require a new approach and many adaptations. The Europe-South Caucasus-Asia transport, trade and logistics nexus and the International North-South Transport Corridor are not only economic projects, but also carry political elements, which are backed by certain political agendas. However, it is clear that any type of old Silk Road revival initiative will drive many countries to develop their infrastructure as well as superstructure and coordinate this with other participating countries, which as a result will be beneficial for all of them. It is also believed that every single country may benefit and generate revenues from old Silk Road revival process in case of possible collabouration with its neighbouring countries. Azerbaijan enjoys an advantageous geographical position at a crossroads of East-West and North-South corridors, which leads the country to become a regional transport, production, and trade and logistics hub. The country makes huge investments into its own infrastructure as well as supports certain other neighbouring countries. Within this framework, common will based on the reciprocity and mutual benefit can foster enhanced cooperation along with the Great Silk Road and International North- South Transportation Corridor projects.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the roles that ideas and constructs associated with Eurasia have played in the making of Kazakhstan’s foreign policy during the Nazarbaev era. This book delves into the specific Eurasia-centric narratives through which the regime, headed by Nursultan Nazarbaev, imagined the role of post-Soviet Kazakhstan in the wider Eurasian geopolitical space. Based on substantive fieldwork and sustained engagement with primary sources, the book unveils the power implications of Kazakhstani neo-Eurasianism, arguing that the strengthening of the regime’s domestic power ranked highly in the list of objectives pursued by Kazakhstani foreign policy between the collapse of the Soviet Union and Nazarbaev’s apparent withdrawal from the Kazakhstani political scene (19 March 2019). This book, ultimately, is a study of inter-state integration, which makes use of a rigorous methodological approach to assess different incarnations of post-Soviet multilateralism, from the Commonwealth of Independent States to the more recent, and highly controversial, Eurasian Economic Union. This book offers a ground-breaking analysis of Kazakhstani foreign policy in the Nazarbaev era. It will be of interest to students and scholars of Central Asian Politics, International Relations and Security Studies.

Book excerpt: The first section identifies the overlaps between Kazakhstan's development objectives and the goals of IFC's new strategy of creating markets for the private sector. Kazakhstan's development objectives are to increase diversification, employment, and productivity. These are based on the government's 2030 Strategy and 2020 Plan, as well as World Bank Group (WBG) country assessments. Operationalizing the IFC 3.0 strategy requires identifying the markets with the greatest potential to help meet these objectives. The approach amounts to: (a) identifying those sectors with the greatest market potential which, if realized, would have the greatest impact on development objectives; (b) providing an assessment of what is preventing the realization of market potential; and (c) indicating the IFC and WB activities that should be the top priorities to help meet this double bottom-line of development impact and market creation. The assessment in the second section indicates that the sectors with the greatest unrealized development and market potential are food-grains, meat and poultry, and cross-Kazakhstan transport and logistics. The market potential assessment relies on quantitative tools (multiplier models, product space and competitiveness benchmarking), expert interviews and a survey of policy reports. The last section summarizes the priority horizontal reforms, sector-specific policies, and promising sectors with the potential for expansion and greater firm entry. The first part of this section is intended to inform the high-level dialogue between WBG management and Kazakhstani authorities. The second part is essentially the sector-wide measures without which private sector investments will not be forthcoming, recognizing that the aim is to create markets and expand private sector development. The third part identifies promising areas where private sector actors could play a catalytic role, recognizing the ease of playing such roles differs by sector: it is greatest for grains, somewhat less for meat, and least for transport and logistics.

Book excerpt: The Cooperation Council of Turkic Speaking States (the Turkic Council - TC) was established in 2009 as an intergovernmental organization to promote multilateral cooperation among Turkic Speaking States. The four founding member states of the TC are Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. In addition, Uzbekistan and Turkmenistan are two possible future members of the council. This study aims to investigate the infrastructural investment, trade, logistics and transportation potential of the mentioned countries as well as elaborate these activities among the TC’s current and possible future members. For this purpose, firstly, present situation of the trade among the Council’s current and possible future members has been examined. At this point, it is made clear that the trade volume among these six states is not as much as expected, but it is open to healing. Later, the opportunities and the last developments that may increase the trade volume among the TC’s current and possible future members in line with advancement of their infrastructural potential are explored. In reality, the geographic location of these states is very good. Namely, they are on the old trade route known as the Silk Road channels; however, this road was not active for a long time. Recently, this ancient trade route between East and West was aimed to be revived by China. Besides, India is keen to develop another approach of the Silk Road under the International North South Transportation Corridor (INSTC) initiative. In fact, these are great opportunities for the TC’s current and possible future members. That is, there is a very large volume of trade between China and Europe, and currently almost all of this trade is done through sea transport. Hence, if even a small part of this trade is transported by the Chinese Initiative of the Silk Road, its contribution to the current and potential future members of the TC and their integration into each other will be great. However, at this point, there are some tasks that current and potential members of the TC must complete to mobilize the Silk Roads. In fact, opening of Baku-Tbilisi-Kars (BTK) rail link recently was an important step to make it active, but this is not fully enough. In this work, it is also aimed to set out these tasks from the perspective of each current and potential member. Finally, with the help of this review, the limitations and problems of each state’s infrastructural investment, trade, transport and logistics system have been put forward for improvement studies.
