Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.

This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. The report identifies lessons to inform U.S. policies and actions at the onset of and throughout a contingency operation and makes recommendations for both legislative and executive branch action. This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.
