This book was released on 1979-09-20 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume was first published in 1979, just a few years after the Local Government Act of 1972 redrew the map of British local government. Local authorities were also encouraged to change their organization and methods of work; anxiety was expressed about finance, councillor 'calibre' and the credibility of the whole system itself; and neighbourhood councils and public participation in planning were introduced. John Dearlove's aim is to make sense of these changes and the discussion they generated. He does this by showing that both the official case for reorganization and the academic discussion of it have hindered their own understanding by uncritically accepting superficial traditional wisdoms which fail to reveal the concealed ideological positions behind reorganization. Thus, he aims to develop a truly political perspective on reorganisation which is rounded out and given greater depth by the insertion at appropriate points of comparative material drawn from American experience and studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges the notion that bigger local government is always better. Whilst the central government in Britain has often supported increases in local government size, the book argues that this has been detrimental, and has caused the erosion of distinctive community identities that were previously represented by local authorities empowered to make significant local choices about services and future strategy. Drawing from national and international evidence, it offers an alternative narrative about the size, role, function and purpose of local government to that currently dominating policy discussion. It aims to provide readers who oppose size increases in local government with the evidence and arguments to influence change in their areas. The book will appeal to policymakers working in central and local government, as well as academics interested in public policy, public administration and local government.

Available in PDF, EPUB and Kindle. Book excerpt: Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.

Available in PDF, EPUB and Kindle. Book excerpt: English local government is in a state of decline after forty years of incremental but cumulative centralisation by central government. This book is the first to directly address this trend's impact on the institution of local government, a crucial element in the democratic viability of a unitary state. The process of centralisation, and its corrosive impact on the status and responsibilities of local government, have been widely recognised and deplored among politicians and senior officers within local government, and by academics with an interest in this field. However, there has been no study exploring in detail its impact, and, equally important, suggested ways in which the growing imbalance between the powers of central and local government should be rectified. This book fills this gap. This text will be of key interest to scholars, students and practitioners of local government, and more generally to those interested in what has been happening to British politics and governance.

Book excerpt: During 1995-98 local government reorganisation redrew the boundaries of more than 100 local authorities, leading to the abolition of strategic councils in England, Scotland and Wales. The consequences have been profound for the work of social services departments, now the largest directly-managed responsibility of local authorities. This wide-ranging study draws on data collected from many different perspectives, to report the experiences of those working within local authorities and alongside them, both during the process of reform and in the immediate aftermath. The reform process was generally perceived to be disruptive, costly and bringing few obvious benefits in many areas. The former Conservative government's claim that reorganisation would bring local government closer to the people may have been achieved in some areas, but at considerable cost - for example, a loss of political and officer experience, two or three years of planning blight, a loss of economies of scale, and damage to interagency working.Unfinished business? looks at issues such as the management of social services, the public/private welfare mix, interagency relationships, interauthority working, and the general question of local governance. It is therefore essential reading for those working within and managing local government at a time of profound continuing change; for partner agencies such as health authorities and the voluntary sector; and for those studying and teaching a wide range of policy studies.

Book excerpt: Originally published in 1973 and revised as a third edition in 1978, this book provides a concise introductory account of the system of local administration since the Local Government Act of 1972 produced the most-far-reaching change in England and Wales since 1888. The book shows why such a major shake-up was necessary, and how the policies evolved which produced the new pattern of local authorities. The book contains basic factual material about the constitution and powers of the new councils and discusses the major problems which confront them. It also considers the respective roles of councillors officials and the political circumstances within which local government has to work.

Two chapters compare the prior assessments of the financial costs and benefits with the actuality, and the final chapter discusses some important lessons for national governance."--Jacket.
