From the beginning of its occupation of the West Bank in 1967, Israel has experimented with different forms of rule. Since the 1990s, it has delegated certain governing responsibilities to the Palestinian Authority (PA), an organization that, Israel hoped, would act as a buffer between the military occupation and the Palestinian population. Through a historically informed, empirically nuanced analysis of towns and cities across the West Bank, Diana B. Greenwald offers a new theory of local government under indirect rule—a strategy that is often associated with imperial powers of the past but persists in settings of colonialism and state-building today. Grounded in fine-grained data on municipal governance under occupation as well as interviews with Palestinian mayors, council members, staff, activists, and political elites, this book traces how the Israel-PA regime has influenced the constraints and incentives of Palestinians serving in local government. Mayors in the Middle demonstrates that both the indirect rule system itself—as embodied in local policing arrangements—and the political affiliation of Palestinian mayors shape how politicians will govern. This variation, Greenwald argues, depends in part on whether local Palestinian governments are perceived as intermediaries within or opponents of the regime. Although Palestine is often treated as exceptional, Greenwald draws illustrative parallels with British colonial India and South Africa’s apartheid regime. Book excerpt: Since 2010, a large-scale consolidation policy has been enforced in Palestine motivated by building capacity of small Palestinian local governments and improving service delivery in West Bank rural areas. Theoretical justifications for consolidation anticipate increased efficiency in local government performance based on assumptions of economies of scale resulting from increasing population size of local governments. Arguments against consolidation point to a negative relationship between population size and local democracy and participation. Both theoretical assumptions have not been empirically proven. A large body of literature that investigated outcomes of consolidation has found mixed results for local government efficiency, organisational capacity and democratic government. This thesis uses a mixed method approach to analyse immediate outcomes of Palestinian consolidations against a control sample of non-consolidated units. Due to the unavailability of data on performance prior to consolidation, the methodology included comparative analysis with a sample of consolidations that occurred in the last decade. This thesis argues that internal and external dimensions of local government capacity need to be addressed, particularly financial resources, functional mandate, jurisdictional integrity and democratic government. The thesis had three research hypotheses. Firstly, given the policy objectives, improvements in human and material resources, structure and service were anticipated. Secondly, local democracy and participation was expected to decrease after consolidation due to the decline in the number of councillors, strong traditional ties to local communities and territorial fragmentation of population centres. The third hypothesis was that consolidated LGUs are unlikely to exercise full control over territorial jurisdictions and populations due to geopolitical fragmentation. Findings show that consolidation has mixed results on institutional capacity, negative effects on political representation and democracy and no effect on territorial defragmentation. Outcomes varied significantly between individual LGUs of the same population size. Citizens were most satisfied with improvement in local infrastructure and least satisfied with disruption to social relationships between communities and community representation within elected councils. Results show that post-consolidation capacity is dependent on pre-consolidation capacity of constituencies, state support of consolidation policy, extent of public acceptance of consolidated governments and other reform policies implemented concurrently with consolidation. Public policies focusing on debt reduction and utility reforms have more serious impacts than consolidation on local government resources, functions and sustainability potential. The findings of this study have implications on future local government reform. Structural reforms need to be governed by specific legislation regarding boundary delimitation which provides opportunities for public participation throughout the policy process. Building capacity of local government also necessitates a revision of division of functional roles and fiscal responsibilities between government tiers in addition to resolution of major territorial issues.

The study pointed out that the major-managerial problems are similar to other experiences of emerging countries such as the undefined local-central relation, the low participation and involvement of citizens in municipalities' activities and plans, and the lack of existing transparency aspects.Practical implications: There is a need for open public-official sessions of municipal councils and the need for periodical meetings for senior officials with the Mayer of the municipality; in addition, there is a need to conduct annual periodical evaluation for measuring the performance of municipal employees.Originality value: This paper presented the features of the local-government performance in Palestine in order to enhance the management efficiency of local governments and enhance the contribution of the related groups of communities.

Book excerpt: The forces that shape administrative structures include the goals and objectives of minority and majority groups, modern management principles, and a legacy or history in which domestic political factions have gradually accepted rules and roles for mutual tolerance and inclusion. However, this process can be muted or redefined in societies where centuries of occupation and dispersion "short-circuit" maturation processes and introduce non-indigenous systems externally imposed without any level of popular acceptance or active citizenship participation. In these environments, as new states emerge, their task of building local government institutions requires a clear understanding of indigenous systems and institutions. What must also be understood are systems and institutions resulting from (1) externally imposed systems, (2) ideas from returning expatriates who seek to implement systems from the countries in which they lived, learned, and (3) modern management science and accepted principles of civil service. Unifying and untangling these threads to create administrative structures for internal governance explains the difficulty emerging new states can face as they seek to implement stable and modern governments in "contested spaces." This theoretical framework or perspective guides this dissertation and its effort to proscribe appropriate local government institutions for Palestine. Palestine - in the modern era - emerges from centuries of externally imposed governance systems used by the Ottoman Empire, the British government, Egypt, Jordan, and Israel. In addition, many of Palestine's leaders came to maturity as part of a Diaspora in Western and Islamic countries. As a result, it will be argued that the usual dichotomy between politics and administration has never been applicable at any point in Palestine's recent history. Administrative systems have never been a product of Palestinian politics but emerged to serve the interests of foreign governments. The Palestinian people have been subjected to top-down administrative systems that ignored the voice, needs, and rights of people. Yet, on the precipice of the establishment of a state, what is needed are recommendations from this history for a local governance system that embraces modernity, history, and local culture, and that will be presented in the dissertation's final chapter.
