The treatment is necessarily sketchy, but it is hoped that it will suffice to give the busy reader at least a' background for view ing our own system in a comparative light. For the reader or student with time and inclination to enter more minutely into the matters treated in the introductory chap ter ample references are given. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Future of Local Government Local Government seems, to many people, an uninspiring study. The school of Socialists, very influential in this country in the past, which devoted its principal attention to the development of the "municipal enterprise" of a generation ago, has been, then and since then, freely denounced and contemned as advocates of mere "gas and water Socialism." Perhaps, from one point of view, the criticism was just; for it was easy for the local Labour councillor, keenly conscious of the responsibilities of his office and somewhat overwhelmed by the mass of administrative detail in which he found himself involved, to forget all about the wider issues of Socialism, and to devote himself entirely to his efforts to improve the housing, sanitation, and services and amenities of his native town within the limitations imposed by the present economic and political system. But, if the criticism was in some measure justified, certainly in some quarters the reaction has been allowed to proceed too far, so as to obscure the fundamental importance of the work upon which the local Labour councillor is engaged. For Local Government is a matter of primary concern, above all to the Labour Movement, not only on account of the immediate services which it is capable of performing, but also because of the place which it can be made to assume in a reorganized social system. Book excerpt: Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part 11 deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. With an intimate knowledge of the importance of Local Government work, gained from Close upon forty years' experience, I do not hesitate to say that efficient Local Government Administration is of the highest importance to the well-being of our Empire and that efficiency is largely to be obtained by those engaged in it making themselves thoroughly acquainted with the law which appertains to it. Obviously, it must be to the advantage of students to have ready at hand a work, or text-book, upon which reliance can be placed to enable them to gain with ease the knowledge of which it is so absolutely necessary that they should become possessed, in order to qualify themselves for positions in the Local Government Service, whether connected with a Government Department, or with the Municipalities of the United Kingdom.
