The term 'Local government' is an elusive one, and it can mean different things to different people. Local government is a form of public administration which in a majority of contexts, exists as the lowest tier of administration within a given state. The institutions of local government vary greatly between countries, and even where similar arrangements exist, the terminology often varies. Local governments have specific local powers and functions not covered by other levels of government, and local administrators are elected by the local population, while in South Sudan, Local Government Administrative Officers (LGAOs) are appointed civil servants. Local government has, therefore, both a representational and an operational role, with responsibility for a range of services. The reasons that governments establish local government administration is because it is considered as an instrument of decentralization; democracy; freedom; method of achieving administrative efficiency; and means of attaining economic development. The purposes the local government serves among others cover: supply of goods and services; and to represent and involve citizens in determining specific local public needs and how these local needs can be met.

This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is Senior Lecturer in African History at Durham University, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa Published in association with the British Institute in Eastern Africa.
