Book excerpt: Engaging communities is crucial for understanding, identifying and mainstreaming social value outcomes in urban infrastructure Public-Private Partnerships (PPPs). Decision makers in the public policy arena increasingly describe an engaged community as key to the successful design and implementation of public-private partnerships. Despite this understanding, the "actual work and daily practice" of government tends to lurk behind most external stakeholder engagement research. The result is that the strategies used by the government to reimagine, and reconfigure the socio-political context and facilitate a transformational approach to community engagement are often ignored. Adopting a governmentality lens and a design science research method, this dissertation refocuses attention on the steering role of government as the dominant stakeholder in the engagement process. To do so, we explore the macro and micro dimensions of community engagement within the context of urban infrastructure, through a rich case context (Nigeria's socio#x2;political context) and an embedded case (the Lekki-Epe expressway). We then develop, validate, and evaluate a framework, grounded in the kernel theories of meta-organising and responsibilization, to provides theoretical and practical guidance for facilitating transformational community engagement and pursuing a social value agenda. The Nigerian context provides a useful context in this regard, since mobilizing private capital to address infrastructure deficits remains a formidable task for governments and policymakers. This situation is also common in most sub-Saharan African countries.

But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

It is a favored strategy widely adopted for implementing complex urban developments in the United States. However, the complex nature of such partnerships raises serious concerns about meaningful community engagement. Meaningful community engagement is a result of the presence and quality of transparency and public participation elements that are strongly correlated. The following research describes how the community was involved and contributed to an urban development PPP project in Manhattan, Kansas. The research goal is to understand the mechanism of the community engagement in a PPP project and to evaluate the quality of the process at the local level from a planning perspective. With an in-depth case study and an understanding of meaningful community engagement processes, this research will contribute to the body of knowledge in the area of PPPs and meaningful community engagement at the local level and evaluate local PPP policies and practices. The first objective is to evaluate the participation opportunities with a developed Community Engagement Attribute Evaluation System (CEAES) based on the recognized metrics of quality practices. Attributes are drawn from the identified characteristics of quality transparency and quality public participation of meaningful practices. The second goal is to interview the key stakeholders of the project from the public sector, the private sector, and the community and add depth to the findings that complements the overall evaluation. Through both technical evaluation and open-ended personal interview, this study attempts to describe the design and the process of public participation practices. Analysis will show whether or not the community was meaningfully engaged and if the technical aspects of a quality community engagement practice were present. Finally, this study aims to inform future similar planning practices. The result serves two local purposes of planning governance and policy. For the former, it will help those with no record of PPP to better design and implement the engagement process; and for the ones with PPPs' experience, it will contribute to the quality of the future partnerships. For the latter, it will guide the local governments and policy makers to better address PPPs' ongoing issue of community engagement.

Book excerpt: Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.
