These measures are designed to grow reasonably complete crops of the more valuable timber trees, making full use of the real produc tive capacity of the land. The recommendations are addressed pri marily to the landowner who wishes to use his property up to its full earning power for timber culture. It is impossible to frame any general set of measures of this character that are adapted to the individual needs of particular holdings or industrial establish ments. This is true particularly of forest regions like the North eastern States, which include a great variety of local situations both in the types of growth and in economic circumstances. Hence, in presenting this group of suggested measures, the Forest Service has attempted only to draw the broad outlines of the more general and fundamental things, with illustrative methods of forest practice. The details of intensive forestry, like the details of intensive agri culture or engineering, call for expert survey in working out the plans and methods best adapted to a particular tract of land or a particular business. One of the most important features of expert planning for the management of a particular forest property or for a supply of raw material for a particular forest industry is to devise, not simply woods operations that will produce full crops of timber, but also a scheme of logging that will afford a continuous yield of products desired, in order that sustained earnings may be realized or a sustained supply of raw material made available. In some cases it is not practicable to draw a hard and fast line between the first steps that will maintain some degree of productive ness on forest land and the more intensive measures that will bring the quantity and quality of wood produced up more nearly to an ideal management. Graduations between the two general groups of measures are inevitable. The Forest Service has not attempted, therefore, to deal with the two general types of forest practice as wholly separate and distinct but has rather endeavored to present a common-sense and practical résumé of the various steps in timber growing in the form that will be most helpful to the, man in the woods. The bulletins have been written for the landowner and the lumberman rather than for the technical forester. Their purpose is to put the main ideas into the most useful form, considering the special needs and problems of each region, for aiding the man to whom timber growing is a concrete business and logging problem. Those trees not expected to earn their way over the next growth period should be harvested. To a considerable extent, therefore, profit maximization depends on the actions of the timber marker. The financial maturity concept provides a method for selecting trees to retain as growing stock so as to maximize profits from timber growing. To apply this concept to timber marking decisions, it is necessary to determine and compare two factors, the alternative rate of return of the owner and the value growth rate of the timber. The alternative rate of return is the mini mum rate, expressed in compound interest form, that the owner will accept on investments of equal risk._2/ This rate will vary considerably, depending on the individual owner's economic situation. Value growth is the increase in value obtained by retaining a tree over an additional growth period. It is generally expressed as a compound interest rate based on the value of a combination of quantity and quality growth of growing stock for a given period of time. Financial maturity is reached when the tree's value growth rate expected over the future period is equal to the owner's alternative rate of return. Marking guides based on financial matu rity are in demand because of the growing realization among forest owners that adequate profit must be forthcoming to justify increases in growing stock. The forests of other nations, like Russia, are comparable in extent, but have never attained a like economic value because no comparable industries have grown up to use them. The importance of our forests and forest industries gave general support to a national policy of conservation a few years ago when it was realized that the timber supply was being rapidly used up. Hitherto this policy has dealt directly with but a portion of the forest lands in public ownership. The much vaster areas privately owned it has reached only through educational work in forestry and the impetus given to the protection of timberlands from fire. It has touched conditions in the forest-using industries only through research in their methods and processes. There has been, however, an unquestioned response to the conservation movement by the forest industries in better protection of timberlands and closer use of their raw material. The last six or seven years have brought better knowledge of the timber resources of the United States, better information about their renewal, better insight into the strength and weakness of the forest using industries. These years have shown particularly how forest conservation is affected by economic conditions in the manufactures whose raw material is wood. Demoralized lumber markets affect the value of timber, the stability of its ownership, the degree to which it is wasted in exploitation, and the possibility of carrying out any far-sighted plan of forest renewal. The character of timber owner ship, on the other hand, reacts upon lumber production; hence upon the manufacturer, distributor, and consumer. The interests of the public, locally and nationally, are touched at many of these points. These industrial conditions, with their reaction upon the forests, have raised a question as to whether the public forest policy of the United States goes far enough. Particularly does better understand ing of the conditions in the timber-using industries and their effect upon forestry and forest use seem desirable.
