This edited book completes a gap in the history of Italian economic thought by addressing in a comprehensive way the crucial link between economics and the fascist regime, covering the history of political economy in Italy during the so-called “Ventennio” (1922-1943) with an institutional perspective. The approach is threefold: analysis of the academic and extra-academic scene, where economic science was elaborated and taught, the connection between economics, society and politics, and the dissemination of scientific debate. Special attention is given to the bias caused by the Fascist regime to economic debate and careers. This Volume II looks at the role that economists played in society and in politics, and how this was played. In exploring the public side of the profession and the “fascistisation” of institutions, this book also examines academic epuration and emigration, and the post-WW2 purge of fascist economists. Volume I (available separately) explores how the economics profession was managed under fascism, the restructuring of higher education, the restriction of freedom in teaching and of the press, and various fascist cultural and propaganda initiatives.

At the polemical level, fascism has become a generic term applied to virtually any form of real or potential violence, while among Marxist and left-wing scholars discredited interpretations of fascism as a "product of late capitalism" are revived. Empty of cognitive significance, these formulas disregard the historical and philosophical roots of fascism as it arose in Italy and spread throughout Europe. In Giovanni Gentile: Philosopher of Fascism, A. James Gregor returns to those roots by examining the thought of Italian Fascism's major theorist.In Gregor's reading of Gentile, fascism was-and remains-an anti-democratic reaction to what were seen to be the domination by advanced industrial democracies of less-developed or status-deprived communities and nations languishing on the margins of the "Great Powers." Sketching in the political background of late nineteenth-century Italy, industrially backward and only recently unified, Gregor shows how Gentile supplied fascism its justificatory rationale as a developmental dictatorship. Gentile's Actualism (as his philosophy came to be identified) absorbed many intellectual currents of the early twentieth century including nationalism, syndicalism, and futurism and united them in a dynamic rebellion against new perceived hegemonic impostures of imperialism. The individual was called to an idealistic ethic of obedience, work, self-sacrifice, and national community. As Gregor demonstrates, it was a paradigm of what we can expect in the twenty-first century's response, on the part of marginal nations, to the globalization of the industrialized democracies. This discussion led to a vast reconsideration of the meaning and the experience of fascism in Europe and is changing the ways in which scholars of different generations look at this political ideology and come back to it and it is also changing the ways in which we consider the experience of Italian fascism in the European and global context. The aim of the book is building a general history of Fascism and its historiography through the analysis of 13 different fundamental aspects, which were at the core of Fascist project or of Fascist practices during the regime. Each essay considers a specific and meaningful aspect of the history of Italian fascism, reflecting on it from the vantage point of a case study. The essays thus reinterrogates the history of Fascism to understand in which way Fascism was able to mould the historical context in which it was born, how and if it transformed political, cultural, social elements that were already present in Italy. The themes considered are violence, empire, war, politics, economy, religion, culture, but also antifascism and the impact of Fascism abroad, especially in the Twenties and at the beginnings of the Thirties. The book could be both used for a general public interested in the history of Europe in the interwar period and for an academic and scholarly public, since the essays aim to develop a provocative reflection on their own area of research.

Although much significant material on the Italian Fascist party became available when the regime collapsed, scholars have not made extensive use of it until now. In this study, which is based on all the available sources, Professor Germino describes the functions of the party, ,explains how it was organized to perform tasks, and discusses conflicts between the party and other power elements in the dictatorship. He reaches a conclusion contrary to that of most other scholars -- that Fascist Italy was a full-fledged totalitarian state resembling Nazi Germany and Soviet Russia in political structure and ideological content. Professor Carl J. Riedrich of Harvard University writes: "I consider this a major contribution to our knowledge of totalitarian dictatorship. There is nothing in the existing literature that can be compared to it either in terms of depth or analysis, range of documentation or breadth of treatment." Professor Taylor Cole of Duke University comments: "Professor Germino has presented an excellent case study of the Italian Fascist Party. He has made use of more materials on the Party than any previous writer in English, and has marshalled them effectively to support his contention that the Fascist Party did not differ 'in kind' from [the Nazi and Soviet Communist parties] on the eve of World War II. His conclusion that on most (though not all) basic counts the Italian Fascist system was to be classified as 'totalitarian' is controversial, but it merits the careful attention of all students who are interested in the Italian Fascist period and in totalitarianism."
