Book excerpt: The phrase "testing in a joint environment" refers to testing military weapons and supporting systems in the joint mission environments in which those weapons and systems are expected to operate. The Office of the Secretary of Defense chartered the Joint Test and Evaluation Methodology project to institutionalize testing in a joint environment by improving the ability to conduct tests, across the acquisition life cycle, in realistic joint mission environments. Specifically, the project was directed to develop methods and processes for using distributed live-virtual-constructive joint test environments to evaluate system performance and joint mission effectiveness. In 2007, the project completed a series of such tests to assess an initial set of methods and processes. Tests of network-enabled air-to-surface weapons and ground-launched surface-to-surface precision attack missiles were used to provide context for system performance evaluations. Joint mission effectiveness was evaluated by conducting Joint Fires and Joint Close Air Support with the above weapons and other supporting systems. These tests were accomplished as part of the 2007 INTEGRAL FIRE event sponsored by the Air Force Integrated Collaborative Environment program. This article describes results after methods and processes for testing in a joint environment were used by experienced testers to design and assemble an actual distributed joint test environment. Results identified improvements to the processes as well as recommendations for test organizations. To streamline routine test planning for distributed testing, we recommend test organizations consider procedures such that each acquisition program has a lead test organization designated for distributed testing. We also recommend that test organizations consider establishing formal relationships to manage the distributed test environment as a single facility.

Book excerpt: Distributed testing is the method of linking various Live, Virtual, and Constructive (LVC) sites and capabilities together to conduct the Test and Evaluation (T & E) of a system or system-of-systems in a distributed environment. This is normally done in lieu of a large-scale "open air" test using actual live operational hardware for all systems involved. Conducting distributed testing complements live-only testing and provides the means for rapid integration of systems early in their developmental life cycle. It also provides an efficient means of adding realism to T & E by providing system representations not otherwise available, and/or enabling interrelated systems not otherwise available, in realistic numbers. Distributed testing enhances the crossflow of test data between T & E agencies and allows for the early integration of Operational Test (OT) influence into Development Test (DT). Conducting distributed test events will save acquisition and T & E programs time and money, as well as reduce risk. It can be used to develop the operationally representative Joint Mission Environment (JME) that can be used to evaluate the interoperability capabilities of a system or system-of-systems in preparation for "Net-Readiness" certification. This distributed JME can be developed at a fraction of the cost of live open air scenarios and provides the capability to evaluate technical and operational performance for individual systems and systems-of-systems in realistic environments. Even with the obvious benefits, the concept of distributed testing is only very slowly gaining recognition and acceptance from acquisition program managers and the T & E community. This article examines the challenges of conducting distributed testing and provides an update on what is being done to mitigate those challenges and to ensure success for programs electing to take advantage of the potential of distributed testing methodologies.

Book excerpt: The 1994 Defense Science Board (DSB) Summer Study on Military Operations in Built-up Areas (MOBA) was asked to assess DoD's current capabilities to conduct military operations (including peacemaking and peacekeeping) in urban terrain. The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.
