Book excerpt: Since the mid-1990s, Indian thinking on national security has been based on the assumption that the country would progress on a growth trajectory sufficient to modernise its defence capacities and thereby enable some form of parity with a rising China. The reality has been otherwise. China's spectacular growth – and accompanying military modernisation – has hugely outpaced that of India while the Indian military modernisation has moved fitfully. In the past several years, budgets have committed less than 2 per cent of GDP –the lowest levels since the war of 1962 – for the military. Even if spending were to rise to 3 per cent, little funding would be available for modernisation after allowing for rising pensions, salaries and other components of the budget. Put simply, the authors state, India needs a national security strategy for hard times. It would be a strategy grounded in reality – India's priority has to be the raising of vast numbers of its people out of abject poverty, even if the strategies of countries like China and the United States, economically more developed, can aim at being global powers. In Hard Times is an important collection that highlights the major challenges India confronts and the ways they can be tackled, especially in the light of the upheavals caused by the COVID-19 pandemic. Its contributors include former military officers, including Admiral Arun Prakash and Lt Gen. D.S. Hooda, whose views have helped shape discussions on strategy, as well as commentators such as Dr Sanjaya Baru. Beginning in a small village but eventually overrunning most of northern France, the Jacquerie rebels destroyed noble castles and killed dozens of noblemen before being put down in a bloody wave of suppression. The revolt occurred in the wake of the Black Death and during the Hundred Years War, and it was closely connected to a rebellion in Paris against the French crown. The Jacquerie of 1358 resolves long-standing controversies about whether the revolt was just an irrational explosion of peasant hatred or simply an extension of the Parisian revolt. It shows that these opposing conclusions are based on the illusory assumption that the revolt was a united movement with a single goal. In fact, the Jacquerie has to be understood as a constellation of many events that evolved over time. It involved thousands of people, who understood what they were doing in different and changing ways. The story of the Jacquerie is about how individuals and communities navigated their specific political, social, and military dilemmas, how they reacted to events as they unfolded, and how they chose to remember (or to forget) in its aftermath. The Jacquerie of 1358 rewrites the narrative of this tumultuous period and gives special attention to how violence and social relationships were harnessed to mobilize popular rebellion.

Yet, most of the scholarly work that exists lacks a comprehensive discussion of how the poor interact with financial services and the channels through which such services can affect their livelihoods. This book offers researchers who focus on financial inclusion and African economies a one-stop resource for understanding the channels of transmission for financial inclusion as well as an application of these channels through original country-specific empirical papers. The book provides a back-to-basics presentation of the transmission of financial services to growth and poverty. This theoretical discussion is complemented by an empirical presentation of the various services used by the poor, with a focus on Africa. Case studies of financial inclusion in six African countries cover a broad range of topics most important to African countries and highlight the unique African setting. These empirical papers provide important learning points. Firstly, hybrid financial institutions such as cooperative financial institutions and financial social entrepreneurs are the best way to increase financial inclusion in Africa. They provide important vehicles to circumvent the restrictive and exclusive bank-based financial markets typical of African economies. Secondly, digital finance is a potent tool for improving financial access and usage in Africa, and its impact on poverty operates through both traditional and nontraditional financial instruments. Thirdly, investment in infrastructure which supports complementary markets is critical and is likely to have a greater effect on credit rationing than direct provision of credit to small businesses.
