Book excerpt: The introduction of new technologies force navies to adapt and the introduction of surface-to-surface anti-ship cruise missiles from a large number of small coastal combatants created vulnerability in the Navy's force structure of large, expensive, nonexpendable warships. To counter this threat, the adoption by the U.S. Navy of small, inexpensive, missile bearing vessels is recommended. Four alternative candidate vessels are evaluated using a mathematical simulation. The candidates are a Littoral Combat Ship with a surface warfare module, a National Security Cutter augmented with offensive and defensive weaponry, a "Sea Lance" inshore combat vessel, and a Combat Patrol Craft, a variant of the Cyclone class patrol craft augmented with offensive and defensive weaponry. Equal cost force structures for the four candidate vessels are developed, and then these forces are "fought" in simulated battles against a missile-firing opponent force of variable strength. Additional roles such as maritime interdiction and theater security cooperation are considered and the candidate vessels are qualitatively compared for their ability to perform in these missions. Sea Lance is demonstrated to be the most effective and lowest cost candidate vessel. The driving force behind this is the large number of vessels the equal-cost Sea Lance squadron makes possible by its low procurement and operating costs, a result predicted by Lanchester and Hughes because in naval combat, numerical superiority is the single most important factor in determining the outcome of a battle.

Initial analysis defines the open-ocean ASW problem space in terms of a threat analysis, mission analysis, current Concept of Operations (CONOPS), and current LCS capabilities. An Analysis of Alternatives (AoA) uses derived functional and operational requirements within a Pugh matrix to decide which variant best performs ASW, and what modifications can improve future designs of the LCS. The analysis shows the Freedom class has marginal advantages in performing open-ocean ASW mission tasks, and establishes three areas for improvement: self-noise emissions, weight, and communication. Potential solutions are explored to address these shortfalls and to analyze their impact on LCS's ability to meet core requirements of the open-ocean ASW mission. Its enclosed super-structure allows for high survivability in a CBR environment. Book excerpt: This thesis uses an agent-based simulation model named EINSTein to perform an exploratory study on the feasibility of Using Littoral Combat Ships (LCSs) to augment or replace the current defenses of Expeditionary Strike Groups (ESG). Specifically, LCS's ability to help defend an ESGs in an anti-access scenario against a high-density small boat attack is simulated. Numbers of CRUDES (CRUiser, DEStroyer, Frigate) ships are removed and LCSs are added to the ESG force structure in varying amounts to identify force mixes that minimize ship losses. In addition, this thesis explores various conceptual capabilities that might be given to LCS. For example, helicopter/Unmanned Combat Aerial Vehicles (helo/UCAVs), Stealth technology, close-in high volume firepower, and 50+ knot sprint capability. Using graphical analysis, analysis of variance, and large-sample comparison tests we find that being able to control aircraft is the most influential factor for minimizing ship losses. Stealth technology is another significant factor, and the combination of the two is highly effective in reducing ship losses. Close-in high volume firepower is effective only when interacting with helo/UCAVs or stealth. 50+ knot sprint capability is potentially detrimental in this scenario. An effective total sum of CRUDES ships and LCS is between five and seven platforms.

The design differences and a significant portion of the cost differences are the result of differences in ship mission, the military capabilities of the Naval Auxiliaries, and the differences in design criteria and practices used by Naval and commercial designers. The analysis is accomplished by comparing two Navy dry cargo replenishment vessels with three merchant break-bulk cargo vessels and by comparing a Navy fleet oiler and a Navy replenishment oiler with three commercial tankers. The largest factor which influences the design of the Naval Auxiliaries is the underway replenishment capability. The military capabilities also have a significant impact on the design of the Naval vessels, particularly with the oilers. Differences in design criteria and practices used by Naval and commercial designers are reflected mainly in the structural and main propulsion areas. (Author).
