Book excerpt: Lithuania restored her independence, after half a century of Soviet occupation, in the immediate aftermath of the failed Moscow coup in August 1991. As the multi-national Soviet state disintegrated, Lithuania evolved, without war or violence, from a communist state and a command economy to a liberal democracy, a free market, and a society guaranteeing human and minority rights. Lithuania therefore offers a notable example of peaceful transition, all the more impressive in the light of the bloody conflict elsewhere in the former Soviet Union of Yugoslavia, where the aspirations to independence of the constituent republics were either violently resisted or dissolved into inter-ethnic violence. Equally remarkable has been Lithuania's determination to 'return to Europe' after half a century of separation, even at the price of submerging its recently restored sovereign rights in the supranational European Union. The cost of membership in western economic and security organizations are judged to be worth paying to prevent Lithuania's being drawn once again into a putative Russian sphere of influence. On the threshold of a new millennium therefore, Lithuania has made a pragmatic accommodation to the demands of becoming a modern European state, whilst vigorously resisting the dilution of her rich cultural and historical traditions. These twin themes of accommodation and resistance are Lithuania's historical legacy to the current generations of Lithuanians as they integrate into European institutions and continue the modernization process.

Book excerpt: In 1990, the tiny Soviet Republic of Lithuania declared independence and began restoring the mechanisms of independent government and democracy that had been suppressed by its Soviet invaders for half a century. Lithuania examines the first years of this rebirth in the face of the legacy of the Soviet occupation. In addition to chronicling the lively chain of events leading to and stemming from the declaration of independence, Alexandra Ashbourne studies the essential components of rebirth: the creation of domestic, foreign, and security policies and the revitalization of an independent economy. Drawing from the personal testimony of Lithuanians closely connected to these events, Ashbourne appraises Lithuania's attempts to rejoin the international community and acquire an effective security guarantee. She concludes that the damage caused by fifty years of Soviet domination created obstacles to the process of rebirth, obstacles that are proving difficult and even impossible to overcome. Readers of Lithuania will find its discussions applicable to most former Soviet republics and Eastern Bloc states. The book will be invaluable to students and scholars of Lithuania, Soviet history, and international political policy.

Book excerpt: This 2006 Article IV Consultation highlights that following exceptional economic progress, based on macroeconomic stability and economic flexibility, imbalances and cautionary signals have emerged for Lithuania. Centered around nontraded goods production, GDP grew 7.5 percent in 2005. Most indicators suggest a tightening of resource use: a declining unemployment rate, high capacity utilization, and buoyant asset prices. The current account deficit has remained sizable, with significant reliance on bank and market-based financing to cover it. Rapid credit growth has supported a growing household appetite for mortgages and corporate demands in nontraded sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Soon after its declaration of independence, Lithuania launched a program of market-based economic reforms that achieved remarkable results. However, a banking crisis erupted in January 1996, driven by a combination of ineffective bank supervision, poor bank practices, and deep-rooted sectoral imbalances. With financial support from the World Bank, Lithuanian authorities embarked on a broad economic reform program with two immediate objectives: the resolution of the banking system's operational and undercapitalization problems, and a reduction in the most severe imbalances in the economy. 'Volume I' distills findings and conclusions and builds a policy action plan for fast stable growth. 'Volume II' contains a collection of twelve policy notes that provide the technical analysis behind that plan.

Book excerpt: Lithuania has embarked on a comprehensive and far-reaching economic reform program aimed at reorienting its economy from a centrally planned to a market system. Substantial progress has already been made in the transition to a market economy. In some areas - such as privatization - Lithuania has made the transition more quickly than most other countries in a comparable position. However, the reforms have started in an unfavorable economic environment, indicated by declining output, deteriorating terms of trade, and high rates of inflation. This study presents the first comprehensive assessment of the Lithuanian economy prepared by the World Bank. It is composed of three parts. Part I provides an overview of recent developments and presents a reform agenda for the medium term; Part II examines in detail macroeconomic and systemic reform issues; and Part III contains discussions of individual sectors. Quantitative information is presented in a statistical appendix.

Book excerpt: Across the Soviet Union and eastern Europe during the socialist period, food emerged as a symbol of both the successes and failures of socialist ideals of progress, equality, and modernity. By the late 1980s, the arrival of McDonald's behind the Iron Curtain epitomized the changes that swept across the socialist world. Not quite two decades later, the effects of these arrivals were evident in the spread of foreign food corporations and their integration into local communities. This book explores the role played by food--as commodity, symbol, and sustenance--in the transformation of life in Russia and eastern Europe since the end of socialism. Changes in food production systems, consumption patterns, food safety, and ideas about health, well-being, nationalism, and history provide useful perspectives on the meaning of the postsocialist transition for those who lived through it.

Successful international marketing requires the development and implementation of marketing strategies responsive to different environments. This text examines the unique features of the marketing environment in Central and Eastern Europe and the impact that they have on the strategies used to enter and penetrate this region. It is based on the proceedings of the 6th annual conference on "Marketing Strategies for Central & Eastern Europe" held from the 2nd to the 4th of December 1998 in Vienna, Austria. The book presents the editors' view on marketing in Central and Eastern Europe and summarizes the main features and research results from the selected papers.
