Book excerpt: 'Linking Education Policy to Labor Market Outcomes' examines current research and new evidence from Ghana and Pakistan representative of two of the poorest regions of the world to assess how education can increase income and help people move out of poverty. This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

Community colleges are appropriately held accountable for the workforce outcomes of their students, but the data that are gathered to evaluate those outcomes must reflect the post-college occupational experiences of their students: child-care providers, engineers, nurses, general contractors, and members of the armed forces. To better understand the current state of linkages between education and workforce outcomes, the authors examined the following: (1) The assumptions federal legislation makes about linkages between education and workforce outcomes and the data needed to document those outcomes; and (2) How well current data collection systems capture the workforce outcomes of educational pursuits. Initially the authors conducted this inquiry by analyzing source documents, including federal legislation, program descriptions, technical manuals, and other publications developed by or related to the programs under review. Then they verified the accuracy of interpretations of these texts through conversations with program administrators and others familiar with the nuances of the relevant federal policies. We answer these questions using the most comprehensive cross-sectional database linking voter preferences to local policy outcomes in more than 2,000 mid-size cities and a new panel covering cities in two states. Overall, our analysis paints an encouraging picture of democracy in the city: we document substantial variation in local fiscal policy outcomes and provide evidence that voter preferences help explain why cities adopt different policies. As they become more Democratic, cities increase their spending across a number of service areas. In addition, voter sentiment shapes the other side of the ledger, determining the level and precise mix of revenues on which cities rely. In short, we show that cities respond both to competitive pressures and the needs and wants of their constituents.

An important aspect of this work is an exploration of how parent engagement works. Evidence suggests that the activities performed by parents and schools combine in complex ways and are affected by the strength of the relationship partnership between family and school. Furthermore, the greater the consistency and continuity in support for learning that the child experiences between the parent and the school the greater the likelihood that student achievement will be improved. The first two sections of the paper investigate the fundamental questions of "what is parent engagement" and "why does parent engagement matter". Based on the evidence to these questions the next two sections look at what parents and schools can do to promote and practice parent engagement at each developmental stage of the child's learning journey. Beyond the impact of home and school there is the importance of program and policy responses to parent engagement requirements. Policy levers are an important way to legitimise and regulate parent engagement so that it has a positive effect on student outcomes. The final section of the paper considers the strategic connection of parent engagement within the Government's four pillars approach to education and the importance of making sure that the pillars support each other as well as their own areas of influence. Using an integrated climate-economy assessment model, we estimate climate policy curves (CPCs) that link the price of carbon dioxide (CO2) to subsequent global temperatures. The resulting downward sloping CPCs quantify the inverse relationship between carbon prices and future temperatures and illustrate how climate policy choices determine climate outcomes. Our analysis can account for a variety of climate policies -- for example, carbon or fuel taxes, emissions trading programs, green subsidies, and energy-efficiency regulations -- all of which can be summarized by means of an effective CO2 price. Importantly, we also examine CPC uncertainty, for example, by perturbing the model’s equilibrium climate sensitivity to trace out the temperature range associated with a given CO2 price. Finally, based on the latest Intergovernmental Panel on Climate Change (IPCC) integrated-assessment model scenarios, we estimate an implicit CPC, which provides a high-level IPCC summary of the climate policy actions required to achieve global climate targets.

Book excerpt: The objective of this paper is to present some early experiences of poverty and social impact analysis (PSIA) from the PRGF-supported programs in the African Department. The paper illustrates that many staff country reports have taken a first step toward PSIA by making more explicit the links between poverty and policies. Various examples highlight that even though relationships can be complex and analysis, as a result, may not be definitive, it is possible to assess some of the potential poverty effects even in countries with limited data, and therefore contribute to a more informed policy debate and design. The paper concludes that PSIA can help design policies that are more pro-poor, better define compensatory and complementary measures where appropriate, and support country ownership of reforms by promoting a public debate on trade-offs between policy choices. In light of this, the paper suggests that PRGF policy advice would benefit from more systematic PSIA and that staff country reports could report more on the potential policy trade-offs and poverty outcomes based on PSIA.

We derive closed-form expressions for a new class of forward-looking stable metrics, including per-period refinancing need, debt service cost, and average maturity -- an indicator of the supply of long-term bonds. We use these metrics to provide a normative analysis of the classical debt-management tradeoff between refinancing risk and debt service cost. Our results indicate that the US Treasury could move closer to the “efficient frontier” by tilting its issuance towards notes.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
