Book excerpt: Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

RENEWAL is a network of networks comprised of national networks of food and nutrition-relevant organizations, along with partners in AIDS and public health practitioners. Its overarching goal is to provide evidence-based research on the linkages between HIV, food security, and nutrition in Sub-Saharan Africa that would inform responses to prevent or mitigate the impact and consequences of AIDS. RENEWALs three main objectives are: (1) to reduce critical gaps in understanding how livelihoods, particularly those deriving from agriculture, both contribute to the spread of HIV and are affected by HIV and AIDS; (2) to generate new policy-relevant knowledge on how households and communities may strengthen both their resistance to HIV transmission and their resilience to the impacts of AIDS; and (3) to enable relevant institutions (particularly governments) to generate and act upon realistic priorities for responding to the interaction of the AIDS epidemic with food and nutrition insecurity. RENEWALs strategic approach to achieving these goals involved the three core pillars of capacity strengthening, policy communications, and action research, and the synergies resulting from their interactions. This report assesses the impact of RENEWAL activities from 2000 to 2010 and is based on a review of products resulting from RENEWAL activities (such as books, policy briefs, workshop summaries, reports, and discussion papers), stakeholder perceptions of RENEWAL products and activities, and national policy or programming changes resulting from RENEWAL-supported action research, capacity strengthening efforts, and policy communications.

Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to "survive on the move". Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. Book excerpt: This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.

Everyone is at equal risk for contracting HIV/AIDS, Sangaramoorthy notes, but the ways in which people experience and manage that risk—and the disease itself—is highly dependent on race, ethnic identity, sexuality, gender, immigration status, and other notions of “difference.” Sangaramoorthy documents in detail the work of AIDS prevention programs and their effect on the health and well-being of Haitians, a transnational community long plagued by the stigma of being stereotyped in public discourse as disease carriers. By tracing the ways in which public knowledge of AIDS prevention science circulates from sites of surveillance and regulation, to various clinics and hospitals, to the social worlds embraced by this immigrant community, she ultimately demonstrates the ways in which AIDS prevention programs help to reinforce categories of individual and collective difference, and how they continue to sustain the persistent and pernicious idea of race and ethnicity as risk factors for the disease.
