Oggi i lavoratori utilizzano più spesso attrezzature digitali (desktop, laptop, tablet, computer portatili), non sempre hanno una postazione assegnata e possono operare, nel corso della giornata di lavoro, su più postazioni; il lavoro non è più confinato all’interno degli uffici ma può essere svolto a casa o addirittura in viaggio. Le attrezzature di recente introdotte (le cui caratteristiche e potenzialità variano continuamente) e le postazioni di utilizzo non hanno di certo ridotto le richieste visive e posturali; per questo è particolarmente importante aiutare gli utilizzatori ad allestire correttamente la propria postazione di lavoro con indicazioni agili che, se necessario, possano essere aggiornate costantemente. Purtroppo, le linee guida delle società scientifiche (e ancor più le leggi e le direttive ministeriali) richiedono un lungo processo di aggiornamento, mentre la tecnologia immette sul mercato strumenti di lavoro sempre più innovativi molto più rapidamente. Si pensi che le indicazioni ministeriali più recenti per il corretto uso dei videoterminali risalgono al 2000 (cfr. D.M. 2 ottobre 2000); se si considera che il primo iPhone di Apple è stato introdotto nel 2007 e che solo dal 2010 sono stati immessi sul mercato i tablet, è possibile percepire come i precetti normativi e le indicazioni desumibili dai regolamenti ministeriali non siano al passo con i tempi. In questa pubblicazione presenteremo le problematiche vecchie e nuove legate all’uso dei videoterminali e delle altre attrezzature informatiche e le loro ripercussioni sulla salute e sulla sicurezza dei lavoratori, fornendo indicazioni e suggerimenti in merito alla valutazione e alla gestione del rischio occupazionale e alla sorveglianza sanitaria dei lavoratori. L’opera, pur nella rigorosa trattazione sistematica degli argomenti, vuole avere un approccio pratico, enfatizzando gli aspetti di attualità della problematica e si presta alla consultazione per l’aggiornamento di tutti gli operatori che si occupano di medicina del lavoro e di sicurezza negli ambienti di lavoro.

L’obiettivo del volume è quello di fornire una guida per orientarsi tra il gran numero di norme in materia di sorveglianza sanitaria dei lavoratori, per ricondurre a unità l’azione del medico competente, che, per quanto talora imbrigliata in asfissianti costrutti burocratici, rimane finalizzata a promuovere la salute e la sicurezza dei lavoratori, stimolando costantemente gli attori aziendali della sicurezza a progettare, realizzare e mantenere ambienti di lavoro salubri, sicuri e confortevoli. La prima parte dell’opera è dedicata a discutere il razionale della sorveglianza sanitaria e contiene la proposta di alcuni protocolli sanitari basata su un percorso ragionato (individuazione dei rischi, definizione degli organi bersaglio, analisi degli strumenti diagnostici - efficaci per la prevenzione - disponibili) piuttosto che sull’acritica adesione a schemi pre-confezionati. Completano l’opera alcuni casi di studio tratti dall’esperienza diretta dell’Autore e due appendici: la prima illustra un esempio di presentazione dei dati anonimi collettivi, la seconda uno schema di counselling breve sugli stili di vita come strumento da utilizzare nel corso della sorveglianza sanitaria.

Thirty percent of the value of exports of OECD countries comes from abroad. In this new context, GVCs and skills are more closely interrelated than ever. Skills play a key role in determining countries’ comparative advantages in GVCs. A lot of the opportunities and challenges brought about by GVCs are being affected by countries’ skills. The OECD Skills Outlook 2017 shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. Applying a “whole of government” approach is crucial. Countries need to develop a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies. This report presents new analyses based on the Survey of Adult Skills and the Trade in Value Added Database. It also explains what countries would need to do to specialise in technologically advanced industries.
