Not only are cities a spatial concentration of people, but also they generate agglomeration economies by concentrating ideas, talent, and knowledge. Argentina is one of the most urbanized countries in Latin America, with 90 percent of Argentine people currently living in cities. Argentina’s cities are geographically and economically diverse, and its largest urban area †“ Metropolitan Buenos Aires †“ is one of Latin America’s urban giants. Argentine cities need to address three main challenges to leverage their economic potential. Argentina’s current patterns of urban development are characterized by (a) high primacy and unbalanced regional development, (b) limited global economic footprint of urban economies, with employment concentrated in nontradable and resource intensive sectors, and (c) unplanned low-density urban expansion. Argentine cities thus face the challenges of moving toward a more balanced regional development, transitioning from local to global cities, and from urban sprawl to articulated densities to take full advantage of the benefits of agglomeration economies. To address these challenges, Argentina needs the leadership of the federal government; the coordinating power of provinces; and the capacity of empowered, financially sound municipalities. Argentine cities also need system-wide policy reforms in areas such as territorial planning, municipal finance, housing, urban transport, and local economic development. Leveraging the Potential of Argentine Cities: A Framework for Policy Action aims to deepen our empirical understanding of the interplay between urbanization and agglomeration economies in Argentina by asking the following: (a) What are the main trends and spatial patterns of Argentina’s urbanization that underlie agglomeration economies?, (b) Are urban policies leveraging or undermining the benefits of agglomeration economies?, and (c) Are Argentine cities fully reaping the benefits of agglomeration economies to deliver improvements in prosperity and livability? By addressing such questions and exploring their implications for action, this study provides a conceptual framework, empirical data, and strategic directions for leveraging the potential of Argentine cities.

Los municipios manifestaron una tibia respuesta ante el rápido crecimiento de la actividad constructiva de la década del 90, en parte, por la escasa preparación de las oficinas de planeamiento que aprobaron los proyectos sin una mirada global del territorio y una evaluación de los posibles impactos de su localización y funcionamiento. Por otra parte, en la definición e implementación de las estrategias territoriales ignoraron la diversidad de actores que operaban en su territorio. Los mecanismos de planificación incorporados a las estructuras administrativas municipales tuvieron discontinuidad en la gestión lo que impidió establecer líneas coherentes de acción sostenidas en el tiempo a fin de orientar las transformaciones territoriales.

Este proceso es observado en la Región Metropolitana de Buenos Aires en el período de substitución de importaciones y en el lapso que va de 1991 a 2005. En este último período son considerados seis de los municipios de la región analizada. En concreto se trata de un análisis exploratorio del complejo universo de relaciones, que los distintos actores de la sociedad de referencia, estructuran alrededor de la reproducción de sus vidas y de la construcción del espacio urbano en el territorio de la RMBA. Este complejo está fuertemente influenciado por los procesos generales que afectan históricamente a la formación social considerada. El tema no es observado aquí como simple reflejo de las relaciones sociales, sino como una construcción de los actores, que partiendo de los procesos de reproducción de sus vidas, estructuran al mismo tiempo, tanto la sociedad, como el lugar donde esas relaciones se espacializan y los procesos se concretan. El conjunto de actores, sus campos de acción, sus relaciones y articulaciones, su institucionalización, su espacialización en el territorio así como los procesos generales que influyen en la construcción, son considerados aquí como parte de un sistema de alta complejidad donde se va estructurando el espacio urbano. El procedimiento de análisis utilizado, que se apoya en la concepción de los sistemas complejos, intenta captar el proceso señalado en toda su complejidad. El resultado de este texto no es, en modo alguno, una construcción fragmentaria del objeto analizado, sino una visión contextual sobre la ciudad, que comienza a revelar las relaciones que gobiernan en la práctica, las interacciones entre el orden social y el espacial.
