Al diritto alla mobilità umana si affianca il diritto di ciascuno Stato sovrano a regolare i flussi migratori che attraversano i propri confini. Trovare un equilibrio sostenibile tra questi diritti è una sfida per tutti: quello che è certo, comunque, è che ogni Paese dovrebbe ambire a “governare” i processi migratori e non semplicemente subirli. Mentre continuano a susseguirsi le notizie sugli sbarchi, anche se a un ritmo meno sostenuto rispetto al recente passato, è giusto fermarsi e riflettere. Dallo scorso anno gli sbarchi in Italia sono diminuiti di oltre l’80%, ma negli ultimi cinque anni il numero di rifugiati e altri beneficiari di protezione internazionale è aumentato di 180.000 persone, e ci sono ancora circa 130.000 richiedenti asilo in attesa. In più, molte delle persone che si vedono opporre un diniego alla richiesta d’asilo non potranno essere rimpatriate e resteranno in Italia. È opportuno quindi chiedersi: esiste una distanza d’integrazione tra i neo arrivati e gli stranieri presenti da tempo in Italia? Conviene investire nell’integrazione di chi è sbarcato in Italia negli ultimi anni? E se sì, con quali risorse? Con questo paper congiunto, ISPI e Cesvi vogliono suggerire una strada. Che non è certo l’unica, ma che apre nuovi scenari e nuove possibilità.
