Book excerpt: The treaty that has been the subject of intense negotiations between members of the North Atlantic Treaty Organization (NATO) and those of the Warsaw Pact would limit conventional military forces in Europe (CFE). NATO's proposed CFE treaty would establish parity between NATO and the Warsaw Pact in the number of major weapons held by each alliance, a step that would require disproportionately large reductions in Pact weapons. For example, the Pact would have to destroy about 40,000 tanks compared with about 3,000 for NATO. The Soviet Union would have to withdraw from Europe 405,000 troops compared with 80,000 for the United States. These large reductions in Warsaw Pact military forces should significantly lessen the threat posed to NATO by the Pact. This prospect, in turn, has raised the possibility of substantial reductions in U.S. military forces and in the military budget. The likelihood of such a "peace dividend" has been further enhanced by recent events in Eastern Europe-notably, the opening of the Berlin Wall, less cohesion within the Warsaw Pact, and the move toward democratic governments in several Eastern European countries. An examination of the military consequences of a CFE treaty can lead to a better understanding of the potential budgetary savings that could also result.

The CFE Treaty codified parity between NATO and the Soviet-led Warsaw Treaty Organization (WTO) in November 1990, reflecting the status quo at the end of the cold war. The benefits were short lived for Russia, however. Although still widely viewed in the West as the cornerstone of security and stability in post-cold war Europe, from the Russian perspective the treaty was soon overtaken by events. With the collapse of the WTO and the Soviet Union in 1991, it became impossible to talk of a military balance between east and west in Europe, especially as all the former WTO states opted for membership in NATO. This study details how the other state parties worked hard to adjust and adapt the treaty to meet Russian concerns about its new weakness relative to NATO, and the issues that complicated Russian acceptance of CFE limits. The transparency and confidence-building accomplished through the other European security instruments are necessary, but not sufficient to prevent conflict in Europe over the long term. Therefore, the United States should pursue negotiation of a conventional arms limitation treaty to replace CFE. The treaty's central purpose should be to reestablish meaningful limits on conventional armed forces in Europe, in order to provide a high degree of certainty among neighbors and the wider European community that conventional force levels will not see a return to the unstable levels that existed prior to CFE. Concluding a new conventional limitations treaty will further U.S. interests by: (1) decreasing the likelihood of a conventional arms race in Europe; (2) contributing to stabilization and eventual resolution of enduring or "frozen" conflicts; (3) establishing more favorable conditions for the advancement of U.S. nuclear disarmament goals, and; (4) setting conditions for the further promotion of arms control initiatives outside of Europe.

Moscow showed amazing persistence in their relationship with the "cornerstone of European security." Their approach to the treaty was a genuine attempt to shape the security environment in Europe and the former USSR. The treaty also enabled the dismantling of large conventional forces as they returned from Eastern Europe and transitioned into the armies of the newly independent states of the former USSR. The CFE Treaty, though, proved ineffective at constraining the enlargement of NATO. Simultaneously, Moscow’s foreign and security policy evolved from one that focused on the domestic development of the country to that of a more confident state reasserting itself as a great power. Drawing extensively on primary sources and analyses by Russian authors, this book employs two historical narratives, case studies, and a conceptual framework to show that while Moscow remained engaged with the CFE Treaty, undesired effects on Russia’s national interests gradually accrued at the expense of desired ones, leading Vladimir Putin to withdraw Russia from the treaty as an act of de-coupling from the "collective West." This book is relevant to scholars and policymakers who want to understand Russia’s approach to arms control as an element of military security.

Book excerpt: This study focuses on one aspect of potential arms control agreements involving conventional military forces: the use of constraints, defined as measures directly limiting or prohibiting current or future operations by military forces. The authors focus on constraints involving the conventional forces of the Warsaw Pact and NATO. Constraints may save money for all parties involved in a conventional arms control agreement. In addition, constraints have the potential to reduce the incentives for attack by increasing the amount and quality of warning time available to the defending side or by forcing an attacker to launch a constrained offensive. The authors develop, and apply with hypothetical examples, three criteria (defensive asymmetry, clarity, and economy) for determining whether a particular constraint is a good idea. Because of the difficulties of determining when constraint measures actually constrain an attacker's operations more extensively than a defender's operations, the nations of NATO and the Warsaw Pact should approach constraint measures cautiously lest they reach an agreement that reduces the prospects of a successful defense against large-scale offensives. Book excerpt: The "balance (or imbalance) of conventional forces" is an expression of the degree to which the capabilities of the conventional military forces deployed by two sides are in some way equal. This balance is a central factor in determining the degree to which a given situation is stable. "Conventional stability" is a broader concept than balance; it also encompasses perceptions of the balance, differences in the nature of the operational tasks imposed on the forces of both sides, and other factors. Conventional stability rests on the degree to which both sides believe they could achieve their military objectives in wartime. The author suggests a new analytic framework relating measurements of military capabilities, balance assessment methodologies, and defense objectives to conventional stability. Application of the framework to the conventional balance in Europe suggests some tentative conclusions regarding the potential role of arms control in stabilizing the balance: the most productive use of arms control seems to be to decrease the offensive potential of the two sides' forces.
