Available in PDF, EPUB and Kindle. Book excerpt: The genesis of this conference was on a quay of the port of Bergen in March 1985. Ragnar Amason suggested to Phil Neher a small, mid-Atlantic conference on recent developments in fishery management. In the event, more than twenty papers were scheduled and over one hundred and fifty conferees were registered. Logistical complications were sorted through for a summer 1988 conference in Iceland. The really innovative management programs were in the South Pacific; Aus tralia and New Zealand had introduced Individual Transferable Quotas (ITQs); and Iceland, Norway and Canada were also experimenting with quotas. It seemed to the program committee (Rognvaldur Hannesson and Geoffrey Waugh were soon on board) that these quotas had more or less characteristics of property rights. Property rights were also taking other forms in other places (time and area licenses, restrictive licensing of vessels and gear, traditional use rights). The idea of rights based fishing became the theme of the conference.

Available in PDF, EPUB and Kindle. Book excerpt: The management of fisheries by catch quotas has a long history in a number of areas and has been probably the most common method of controlling exploitation of fish stocks. However, in recent years, the technique of managing by global Total Allowable Catches (TACs) has not been able to address the rapid improvements in technology of harvesting and has therefore not generally been successful in limiting fleet capacity. This, combined with practical difficulties of monitoring and enforcing TACs, has resulted in a poor record in achieving fish stock sustainability and in optimizing the economic performance of fisheries. However, recent advances in and adoption of the techniques of managing by Individual Transferable Quotas (ITQs), which provide greater incentives for sustaining and optimising economic performance of fisheries, have re-focused attention on quota management. The increasing interest in ITQ management has, however, not been matched by the availability of a theoretical framework for quota management which considers the various biological, economic and financial influences as part of an integrated management system. This paper is the first of a projected series which examines not only this theoretical basis of quota (particularly ITQ) management as an integrated system but also draws on practical experiences in various parts of the world to provide guidance for agencies examining the issue of quota management in fisheries. The present paper covers the biological, economic and financial issues which need to be considered in setting the Total Allowable Catch and in allocating that TAC both between participants in the fishery and between those participants and the regulatory agency. Later papers will address the issues of administration of the quota management system, compliance and surveillance issues and secondary markets for quotas.

Available in PDF, EPUB and Kindle. Book excerpt: Several textbooks and useful compendia on fisheries have been published recently, and others are in preparation. The question then arises: why publish another book on fisheries at this time? My answer is 1) that fishery research and management are such broad subjects that it is difficult, if not impossible, to cover them adequately in one volume; 2) that consequently each author has stressed those aspects of greatest immediate interest to him; and 3) that to the best of my knowl edge no adequate broad treatment of the sociopolitical aspects of fishery management has yet ·appeared, although some good discussions have been published for particular fisheries. This volume grew out of a course that I have taught for the last 12 years at the State University of New Yo·rk at Stony Brook. Originally, the title of the course was Fishery Ecology, which was a matter of surprise to some students when they attended the fi rst few 1 ectures. Despite the sudden recent emergence of ecology as a household word, most people do not understand what the term means. I have found that even some graduate students forget that man is a potent force in the dynamic state of aquatic life. This is not only because he does things that change the environment and so affects living things in it, but also because he has such strange ways of thinking and of managing his affairs.

Available in PDF, EPUB and Kindle. Book excerpt: Fishery management relates to a total system made up of resources, industry and trade. There are important linkages between these components. In contrast with other resource industries, common property in fishery resources implies that there is no market mechanism through which access to these resources could be allocated among users. In many cases, governments have been forced to intervene, rightly or wrongly, to fill this vacuum. Economically, rational fishery management necessitates the transformation of common property through some kind of limited entry system designed to optimize net benefits from the fishery. Management planning involves the definition of goals and policy objectives and the development of strategies to assure attainment of policy objectives.

Book excerpt: Those who are involved with fishing and fisheries resource management—including fishermen, their communities, production, processing, distribution, and marketing industries, and various government and non-governmental organizations—confront the contradictions arising from the appropriation, allocation, and distribution of fisheries and marine resources in a variety of ways. The authors call into question the assumptions of policy prescriptions to common resource problems by examining the experiences of people and societies confronted with and adapting to these resource appropriation, allocation, and distribution problems. They suggest that tragedies of resource depletion and institutional failure to deal with them are not characteristic of human nature, but rather are by products of particular cultural practices, institutions, and assumptions. The detailed, empirical ethnographic study of these relationships holds great potential for informing those who are making future policy decisions as well as contributing to the theories of human behavior and cooperation to solve such problems.
