Book excerpt: Although undergoing many changes during the 10 years it has been in development, the RAH-66 Comanche helicopter (formerly the Light Helicopter) is the centerpiece of the Army's aviation modernization plan. When fielded, it is to replace Vietnam-era scout and attack aircraft that the Army considers incapable of meeting existing or future requirements. Concerned about program changes over the past several years and the reduction in the threat that the Comanche was designed to address, the Chairman and the Ranking Republican Member of the Subcommittee on Investigations, House Committee on Armed Services, asked that GAO review the Army's continued development of the Comanche. GAO's specific objectives were to assess the (1) expected capabilities and role of the Comanche, (2) changes in the estimated program cost, (3) program's planned reliability and logistical support goals, and (4) risks associated with the acquisition strategy.

Book excerpt: The Army initiated the RAH-66 Comanche Helicopter as the Light Helicopter Family (LHX) in 1983 with early cost estimates of five million dollars per helicopter. In March 2004, after 22 years, 6 program restructurings, and 6.9 billion dollars, the Army Chief of Staff terminated the Comanche with the intent to reallocate 14.6 billion dollars programmed through 2011 to restructure Army Aviation. This paper explores the possibility that shortsighted threat analysis coupled with flawed group consensus within the Army allowed the Comanche Helicopter Program to continue through two decades despite intense Congressional scrutiny. Army senior level leadership safeguarded a helicopter program that did not adequately explore alternatives to transformation even when the threat environment called for a change in strategy. The Army's failure to adequately foster critical thinking about aviation threats resulted in a current helicopter force that was not adequately postured for the Global War on Terror.

Book excerpt: The RAH-66 Comanche Helicopter was initiated as the Light Helicopter Family (LHX) in 1982 when an Army Aviation Mission Area Analysis (AAMAA) identified the need for an armed reconnaissance aircraft. Eighteen years later, the program has yet to reach a Defense Acquisition Board Milestone II review. This thesis described the history of the RAH-66 Comanche Helicopter acquisition program during these ears. The research focused on the question of what significant events and issues have occurred over the course of the Comanche's development that have allowed it to remain a viable program. The research draws several conclusions from the analysis of the Comanche's history. Mainly, despite the significant duration of the program, a valid need for an armed reconnaissance platform still exists. Secondly, the innovative program management of Comanche has maintained a positive reputation for the program. Finally, the loss of Comanche at this point in time would severely impact the defense helicopter industrial base.
