Available in PDF, EPUB and Kindle. Book excerpt: The key contribution which career guidance can make to the achievement of four public policy goals - lifelong learning, social inclusion, labour market efficiency and economic development - is increasingly widely acknowledged both within Europe and internationally. Such public policy goals are fundamental to the attainment of the Lisbon Council (2000) aim of making Europe the most competitive economy and knowledge based society in the world by 2010. The draft Interim Report on the Implementation of the Lisbon Strategy, Education and Training 2010: the Success of the Lisbon Strategy Hinges on Urgent Reforms (2004), identifies career guidance as one of four key actions to create open, attractive and accessible learning environments. It calls for the strengthening of the role, quality and co-ordination of career guidance services to support learning at all ages and in a range of settings, empowering citizens to manage their learning and work. In order to achieve this, the report calls for the development of common European references and principles to support national policies for career guidance as a matter of priority. ln 2001 the OECD launched a review of policies for career information, guidance and counselling services in which fourteen OECD countries took part. On the request of the European Commission's Directorate General for Education and Culture, in 2002 CEDEFOP and the ETF extended the review to cover the remaining Member States and future Member States. ln 2002, the World Bank also undertook a related review of career guidance policies in seven middle-income countries. Drawing on this extensive body of research, this Cedefop synthesis report outlines significant developments, trends, challenges and issues, as well as strengths and weaknesses of information and guidance systems and policies across 29 European countries. The report identifies interesting practice illustrated with examples taken from the range of countries involved in the review. Policy-makers and practitioners will thus be able to benchmark their own systems in relation to those of others, and to review their practices in the light of the efforts and experiences of colleagues across Europe. Annexed to the main report is a short paper comparing and contrasting the career guidance policy situation in Europe with that of some middle-income countries and some non-European developed countries. -- EU Bookshop.

Book excerpt: This book critically reflects on the context in which lifelong learning policies and practices are organized in Europe with contributions of researchers and policy makers in the field. Through a critical lens the book reinterprets the core content of the messages that are conveyed by the European Commission in the “Memorandum for Lifelong Learning”, the most important policy document in the area, which after a decade from its publication still remains the vehicle for all current developments in lifelong learning in Europe. With references to research findings, proposed actions, and applications to immediate practice that have an added value for Europeans –but which either do not appear to correspond directly to what is stipulated by the European Commission, or are completely ignored as part of the lifelong learning process– the book offers an analytic and systematic outlook of the main challenges in creating the ‘European Area of Lifelong Learning’. In times as decisive as the ones we are going through today (both in social and economic terms), a critical perspective of the practices and policies adopted by the EU Member States is essential. The book follows the same structure as the Memorandum in order to debate and critically approach in separate sections the core issues that Europe faces today in relation to the idea of making a ‘European area of Lifelong Learning’.

Available in PDF, EPUB and Kindle. Book excerpt: There is increasing international evidence and consensus that career guidance and the systematic development of career management skills leads to more effective educational and employment outcomes. - As analysis of selected policy documents (Council, European Parliament) suggests career guidance is a relevant policy element within skills, education, employment and youth policies. Consequently, the role of guidance is stressed in important policy including early school leaving, the Youth Guarantee, the New Skills Agenda for Europe and now in the proposal for a revision of the Europass framework. - European policies for Lifelong Guidance have been promoted by two Council Resolutions (2004, 2008) and by structured cooperation for their implementation undertaken by the European Lifelong Guidance Policy Network (2007- end of funding 2015). ELGPN has produced a number of European reference tools and Member States have reported a positive impact on guidance policy development. A second network of national Euroguidance centres (since 1992) has a more operational profile with a focus on transnational mobility. - Despite progress achieved, there is evidence of a persisting delivery gap in guidance provision in the Member States as consolidation and completion of policy reforms take time. The implementation of the Council Resolution (2008) has not been evaluated so far. - How EU support for future (lifelong) guidance policy development will continue depends on the concrete cooperation structures at European level. In its proposal for a Decision of the European Parliament and the Council on the revision of the Europass framework, the Commission commits itself to support career guidance policy and system development in cooperation with Member States. This may become an opportunity to enhance guidance policies and services in the context of transnational mobility, provided that a state of-the art concept of guidance policies is applied and that Euroguidance has a clearly defined role. The Commission is currently exploring different options. A sustainable implementation of the Council Resolutions on lifelong guidance policies may, however, require a broader approach and an own cooperation structure at European level to foster quality guidance provision for citizens in education, at work or looking for a job.

Book excerpt: A consortium led by the University of Warwick's Institute for Employment Research, in partnership with University of Jyväskylä's Finnish Institute for Educational Research and with support from EY, was commissioned by European Commission DG Employment, Social Affairs and Inclusion to undertake a study on lifelong guidance (LLG) policy and practice in the EU focusing on trends, challenges and opportunities. The study was launched at a time when LLG policies and practices are viewed as crucial parts of current policy initiatives around validation of learning and the Pillar of Social Rights (features 1 and 4). The aim was to: Look at how these policies and practices could be promoted by the Commission providing an evidence base for priority-setting; Improve organisational knowledge and support dialogue with stakeholders on LLG and, more widely, skills strategies; and Identify potential, relevant EU interventions in the area of LLG. The study has a forward-looking aspect and provides proposals and directions for the new Commission after 2020.

Book excerpt: The Council resolution on strengthening policies, systems and practices in guidance throughout life in Europe invites Member States to create a suitable institutional environment and adequate systemic devices for converging strategies towards building national and regional lifelong guidance systems across sectors, with high levels of equity, efficiency and quality. Improved cross-sectoral and multiprofessional cooperation, increased dialogue and stronger partnerships among key players and stakeholders are considered remedies for making lifelong guidance become a reality in Europe. This manual supports Member States in strengthening structures for more effective guidance policy formulation and implementation. It identifies outstanding initiatives, good practices as well as gives insights into strategic choices and experimental approaches that Member States have taken while setting up national guidance forums. It describes how people interface with social institutions including the education system, employers, civil society and the state. Because our careers are socially and culturally embedded it matters where they are enacted. Career and Career Guidance in the Nordic Countries explores what kind of context the Nordic region offers for the pursuit of career, how the development of careers are supported in welfare societies, and how career guidance is enacted in this context. The Nordic region encompasses an area in Northern Europe and the Northern Atlantic comprising Denmark, Sweden, Norway as well as Finland to the east and Iceland in the Atlantic. It includes also the self-governing areas of Åland, Greenland and the Faroe Islands. This region has long been seen as a source of progressive policy innovation in education and employment and this book focuses and explores the place, the enactment and the theories of career guidance in these Nordic countries"--

Book excerpt: This publication brings together the results of a call for papers on monitoring and evaluating career guidance systems and services, adopting the perspective of career development support to careers and learning. Experts were invited to provide insights into the current situation, with a focus on the methodological options available for monitoring and evaluating adult career guidance and career development services. This volume presents six research papers covering a range of existing and proposed methodological approaches and in-depth reviews of previous work, identifying gaps and considering solutions. The report is framed within a larger project aiming to explore the feasibility of achieving an integrated vision of the results of guidance interventions and establishing minimum standards for comparable monitoring and evaluation of career guidance and counselling services for adults in Europe from a lifelong perspective.
